As part of the Beyond the Border Action Plan, Canada and the United States have committed that, by 30 June 2014, they will develop a system to exchange biographical information on the entry of travellers, including citizens, permanent residents and third-country nationals, such that a record of entry into one country could be considered as a record of exit from the other (see Canada’s Economic Action Plan, Beyond the Border Action Plan).

Through its new plan, the Government of Canada is providing $33 billion over seven years, which includes: $17.6 billion, or over 50% of the plan, in base funding for municipalities until 2014, including a full GST rebate and $11.8 billion through the gas tax fund; $25 million per year over seven years in base funding to provinces and territories, $175 million for each jurisdiction for basic infrastructure needs like bridge safety; $8.8 billion for the new building Canada fund, which will be applied to strategic projects in large urban centres as well as projects in small communities, with particular attention to those smaller than 100,000 people; $2.1 billion for the new gateway and border crossings fund to improve cross-border trade with the United States; $1.25 billion for a new national fund for public-private partnerships; and $1 billion for the Asia-Pacific gateway These investments are an important contribution and address the infrastructure needs of municipalities, provinces and territories.

Burden-sharing between Member States and the European Union in the management of external borders is one of the five components of the common policy for the management of the external borders, as proposed by the Commission in its Communication of 7 May 2002‘Towards integrated management of the external borders of the Member States of the European Union’ and endorsed by the Council in its ‘Plan for the management of the external borders of the Member States of the European Union’ of 14 June 2002.

However, a limited number of differences will remain, as Phare and the Structural Funds are still quite different in their objectives and procedures.The participation of candidate countries in INTERREG III B will strengthen co-operation between them and Member States, and of their regions - including border regions - on regional development and land-use planning; co-operation may cover the provision of information for national, regional or local authorities on regional and land-use planning policy, and, where appropriate, the provision of assistance for the formulation of such policy.
