If, when the Committee compares the notice and the petition, it finds that the terms of the notice do not correspond to those of the petition or that the notice fails to indicate clearly the object of the petition, the Committee must conclude that the bill is inadmissible, in whole or in part, and may recommend that the matter not be proceeded with or that certain provisions not included in the notice be struck from the bill (see Bourinot, 4 ed., pp. 593-4; Beauchesne, 4 ed., p. 344).

W. whereas European citizens and residents are legitimately entitled to expect that the issues they raise with the Committee on Petitions may find a solution without undue delay within the legal framework of the European Union, and in particular that the Members of the committee will defend the petitioner’s natural environment, health, freedom of movement, dignity and fundamental rights and freedoms; whereas the efficiency of the committee’s work is largely the result of swiftness of operation and thoroughness of its Secretariat, and this could be improved further, in particular by optimising the time taken to process petitions and by systematising the procedure for their assessment; whereas, in view of the ever-increasing number of petitions received annually, more resources and increased committee-meeting time should be devoted for this purpose; whereas there is a need for continuity in processing petitions, despite the changes in legislative periods and the resulting changes in personnel; whereas several petitions have been submitted by victims of the Franco regime and concerning abducted children in Spain;
W. considérant que les citoyens et les résidents européens ont légitimement le droit de s'attendre à ce que les problèmes qu'ils exposent devant la commission des pétitions puissent trouver une solution, sans retard indu, dans le cadre juridique de l'Union européenne, et notamment à ce que les membres de cette commission défendent leur environnement naturel, leur santé, leur liberté de circulation, leur dignité ainsi que leurs droits et libertés fondamentaux; considérant que l'efficacité du travail de la commission repose essentiellement sur la rapidité et la précision de son secrétariat et pourrait être encore améliorée, notamment par l'optimisation des délais de traitement des pétitions et par une systématisation des procédures de décision à leur sujet; considérant qu'eu égard à l'augmentation progressive du nombre de pétitions reçues chaque année, il y aurait lieu de consacrer davantage de ressources et de temps de réunion en commission à ces fins; considérant la nécessité d'assurer la continuité du traitement des pétitions à la suite des changements de législature et des changements de personnel qui en résultent; considérant les nombreuses pétitions présentées en rapport avec les victimes du franquisme et les enfants volés en Espagne;

F. whereas European citizens and residents have legitimate expectations that the issues that they raise with the Committee on Petitions may find a solution without undue delay within the legal framework of the European Union, which they look upon to uphold their rights as citizens of the Union, and in particular to defend their natural environment, health, freedom of movement, dignity and fundamental rights and freedoms;
F. considérant que les citoyens et résidents européens s'attendent légitimement à ce que les problèmes qu'ils exposent devant la commission des pétitions puissent trouver une solution, sans retard indu, dans le cadre juridique de l'Union européenne, sur lequel ils s'appuient pour faire valoir leurs droits de citoyens de l'Union, et notamment pour défendre leur environnement naturel, leur santé, leur liberté de mouvement, leur dignité ainsi que leurs droits et libertés fondamentaux;

33. Urges its relevant administrative services to cooperate actively with the Committee on Petitions to find the most suitable solutions in this regard, as such a portal would make a meaningful contribution both to improving communications between Parliament and EU citizens and in enabling citizens to sign up to, or remove their names from, petitions (in accordance with Rule 202 of the Rules of Procedure);
33. presse les services administratifs compétents du Parlement de coopérer activement avec la commission des pétitions pour trouver les solutions les plus appropriées, étant donné qu'un tel portail serait d'une importance primordiale pour améliorer les relations entre le Parlement et les citoyens de l'Union européenne et permettrait à ceux-ci de s'associer ou de retirer leur soutien à une pétition (conformément à l'article 202 du règlement);
