Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. Individual vulnerability and coping capacity play a role in the occurrence and severity of acute stress reactions. The symptoms show a typically mixed and changing picture and include an initial state of daze with some constriction of the field of consciousness and narrowing of attention, inability to comprehend stimuli, and disorientation. This state may be followed either by further withdrawal from the surrounding situation (to the extent of a dissociative stupor - F44.2), or by agitation and over-activity (flight reaction or fugue). Autonomic signs of panic anxiety (tachycardia, sweating, flushing) are commonly present. During the parliamentary year the committee has generally concentrated on major political issues (regarding relations between the European institutions and/or the Member States), its meetings being attended by a number of national representatives from civil society and from political circles, for example the hearing on ‘the nature of nuclear waste reprocessing plant and their impact on local and regional communities within the Union’ (17‑18 April 2002) at which attention was drawn to the 'snowball' effect (multiplication of the interests at stake) initiated by a number of petitions (for example by Mr Natchwey) specifically relating to this matter. The issue was revealed to be highly topical and a matter of priority following statements by Commissioner Wallström, civil nuclear energy experts, administrators or staff representatives from nuclear power stations, MEPs belonging to the committee and their colleagues from the Committees on the Environment and Industry, all of whom gave their views on the risks involved and the powers of the national or European authorities in this area.

They would be unable to operate if they did not receive the necessary information within the set time periods. In our experience, the difficulties many petitioners encounter with regard to these petitions are twofold. Not only do they experience difficulty in understanding Community law – which is often complex and difficult to grasp – but they also have difficulty in obtaining from local, regional and national administrations sufficient information to enable them to submit their petitions to the Committee on Petitions in the approved manner.
