At the first complaint that went before an international body, Canada argued that a person could raise each and every decision that had ever been made by any immigration official before the Federal Court by leave, and should have done so to have exhausted the domestic remedies, and that the person at any point during their stay in Canada could, by paying $500, launch another humanitarian compassionate appeal, and then that decision could be appealed by the Federal Court.
