Notes that recovery from the financial, economic and social crisis and an exit from the sovereign debt crisis will require a long-term process which must be well designed and ensure balanced and sustainable development; acknowledges that compromises may have to be made between growth, fairness and financial stability and that such compromises must be the subject of political decision making; asks the Commission to present financial development proposals that take these aims into account, particularly with regard to the EU 2020 strategy, and to explain the types of compromise on which political choices may have to be made; hopes that this will provide a basis on which the Union can facilitate debate and permit policy comparisons, following consultation with all parties that have a stake in financial-market reform (banks, investors, savers and the social partners); calls on the Commission, furthermore, to involve the European Parliament more closely in this process, particularly when devising and then implementing the EU 2020 strategy;

One of the main purposes of gathering harmonised statistics is to permit substantive comparisons and assessments to be made, another being to provide feedback from the attainment of the objectives and the effectiveness of the instruments used to the energy policy decisions of the Member States and the European Union.

VI Social Policy and Social Protection - an Active Society for All The Commission will propose maintaining and adapting the European model of the welfare state by: - monitoring the social challenges that Member States face as regards social protection expenditure; - a complementary Recommendation on the adaptation of social protection systems to changing family structures, notably through the individualisation of rights and contributions on the basis of a comparison of actual gender inequalities in social security; - a Recommendation on the financing of social security setting out common guidelines to promote better adaptation of social security to employment promotion while maintaining solidarity networks and permitting the co-existence of different national systems; - a further Recommendation on long term care insurance for people who become dependent; - a modification to the Directive on equal treatment in occupational social security schemes in line with the Barber judgement, the additional protocol to Article 119 in the Treaty on European Union, and the ECJ post Barber judgements clarifying the application of this Article 119 in the field of occupational social security.
VI politique sociale et protection sociale - une société active pour tous La Commission proposera de conserver et d'adapter le modèle européen d'Etat-providence en: - suivant l'évolution des défis sociaux auxquels les États membres sont confrontés en ce qui concerne les dépenses de protection sociale; - examinant une recommandation complémentaire sur l'adaptation des systèmes de protection sociale à l'évolution des structures familiales, notamment en individualisant les droits et les cotisations sur la base d'une comparaison des réelles inégalités entre hommes et femmes en matière de sécurité sociale; - examinant une recommendation sur le financement de la sécurité sociale fixant des lignes directrices communes pour promouvoir une meilleure adaptation de la sécurité sociale à la promotion de l'emploi tout en préservant les réseaux de solidarité et en permettant à différents régimes nationaux de coexister; - en examinant une recommandation sur l'assurance-maladie à long terme des personnes tombant à charge; - en proposant une modification de la Directive relative à l'égalité de traitement entre hommes et femmes dans les régimes professionnels de sécurité sociale en accord avec l'arrêt Barber, le protocole sur l'article 119 ajouté au Traité sur l'Union européenne, les arrêts de la Cour européenne de justice rendus à la suite de l'affaire Barber et précisant les conditions d'application de l'article 119 dans le domaine des régimes professionnels de sécurité sociale.
