Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. 1. Where, during official controls performed on animals or goods originating in another Member State, the competent authorities establish that such animals or goods do not comply with the rules referred to in Article 1(2) in such a way as to create a risk to human, animal or plant health, animal welfare or, as regards GMOs and plant protection products, also to the environment, or to constitute a potentially serious infringement of those rules, they shall, without delay, notify the competent authorities of the Member State of dispatch and of any other concerned Member State in order to enable those competent authorities to undertake appropriate investigations.

Lorsque, au cours de contrôles officiels effectués sur des animaux ou des biens originaires d’un autre État membre, les autorités compétentes établissent que ces animaux ou biens ne respectent pas les règles visées à l’article 1er, paragraphe 2, et que, de ce fait, ils présentent un risque pour la santé humaine ou animale ou celle des végétaux, pour le bien-être des animaux ou, dans le cas des OGM et des produits phytopharmaceutiques, également pour l’environnement, ou constituent une infraction potentiellement grave à ces règles, elles le notifient sans retard aux autorités compétentes de l’État membre d’expédition et de tout autre État membre concerné pour permettre à ces autorités compétentes d’effectuer les investigations appropriées.

4. When official controls performed on animals or goods originating in another Member State show repeated cases of non-compliance as referred to in paragraph 1, the competent authorities of the Member State of destination shall inform the Commission and the competent authorities of the other Member States without delay.
