Ms. Marlene Catterall (Ottawa West, Lib.): Mr. Speaker, from the comments I have heard from the Reform member, one would think we were opening up the prison gates and letting the prisoners go free all over the country to commit murder and mayhem. What we are doing is tightening up the system, toughening up the system, having more concern for the protection of Canadians (1725 ) I suppose if the Reform Party members were writing this bill it would be perfect and another crime would never be committed in Canada.
Mme Marlene Catterall (Ottawa-Ouest, Lib.): Monsieur le Président, à en juger par les observations du député réformiste, on pourrait croire que nous ouvrons les portes des prisons et que nous libérons les détenus partout dans le pays pour qu'ils commettent des meurtres et sèment la destruction, alors qu'en fait nous resserrons le régime, nous le rendons plus rigoureux et nous nous préoccupons davantage de la protection des Canadiens (1725) Je présume que si les députés du Parti réformiste avaient rédigé ce projet de loi, il serait parfait et aucun autre crime ne serait commis au Canada.
