Joint management has, in general, not enabled capabilities on the ACP side to be strengthened, and the Commission has tended to act as a substitute for its partners inadequacies, adopting a more interventionist approach that is difficult to reconcile with the recognized need to promote the appropriation of development processes by the recipient countries.
