Several reasons have led the Bloc to move this motion for a vote in the House at the end of the day, among others: the lack of transparency of the government, which refuses day after day to answer straight out questions by the opposition; the government's cover-up of a fiasco that is still going on in the Department of Human Resources Development; the fact that Liberals are mixing up government and party and are using public funds for partisan purposes; the too numerous projects under investigation by the RCPM or the police.

F. whereas over the years both the BNP and the Awami League have held contradictory and changing views on the merits of a caretaker government, while in May 2011 the Supreme Court declared illegal the 15-year-old constitutional provision mandating an elected government to transfer power on completion of its term to an appointed non-partisan caretaker administration which would oversee a new parliamentary election; whereas, however, the Supreme Court stated that the voided system could be continued for another two parliamentary terms for the sake of the ‘safety of the state and its people’; whereas the system was discredited by the last military-backed caretaker government in 2007-2008, when it refused to hold elections for nearly two years and sent the leaders of the two main parties, Sheikh Hasina and Begum Khaleda Zia (along with her son Tarique Rahman), to jail;

He was non-partisan when his party and my party was in government, he was non-partisan when the Liberals were in opposition and he again is now demonstrating his leadership and non-partisanship.

Scott Brison (Minister of Public Works and Government Services, Lib.): Mr. Speaker, the minister has been clear, the Prime Minister has been clear, I have been clear, and the party has been clear that if there has been any ill-gotten gain in terms of partisan funding, the party will be guided by Justice Gomery's findings, and by both the civil lawsuit and criminal trials, which will be taken into account, and that we are absolutely committed to doing the right thing on behalf of the Canadian taxpayer.

I am especially grateful to him for his work because, seeing the title and the aim of this Temporary Committee on improving safety at sea and some of the numerous amendments proposed, one gets an impression of the difficulty of his work as rapporteur, as well as the impression that the political opponents of the party in government of the Autonomous Community of Galicia and also in the Spanish Government were more interested in the partisan and party debate and in trying to erode and wear down the governing party politically than in looking forward and trying to efficiently and effectively improve the various aspects of safety at sea: social, economic, fisheries, tourism, environmental and health.

If we end up with the same situation, if the federal government, the party in power, uses public funds for partisan purposes, it will debase our country's democracy.
