Recalls that progress on a global scale is the only way to solve the problem of climate change, and the EU must continue to engage its partners with strengthened diplomatic efforts including increased personnel; calls on the Commission in this regard to work towards a structural overhaul of EU climate diplomacy which, through the involvement of the new European External Action Service and the High Representative, should seek to present a clearer EU profile on climate policy, bringing a new dynamic to the international climate negotiations and encouraging partners throughout the world also to introduce binding reductions in emissions;
