15. Recalls that a core demand of the Euromaidan movement was ending the systematic and structural curtailment of human rights, the bad governance, the widespread corruption and the colossal shadow economy; stresses the importance of the ongoing process of constitutional reform in Ukraine and encourages the Ukrainian parliament and Government not to lose this opportunity to create a new system that promotes and protects human rights, ensuring justice and good governance for all people in all regions of the country and thus contributing to its security and stability; underlines the importance of supporting the development of civil society in achieving a true participatory democracy;
15. rappelle que les demandes essentielles du mouvement Euromaidan visaient à ce qu'il soit mis fin à la restriction systématique et structurelle des droits de l'homme, à la mauvaise gouvernance, à la corruption endémique et à la gigantesque économie souterraine; souligne l'importance du processus en cours de réforme constitutionnelle en Ukraine et encourage le Parlement et le gouvernement ukrainiens à ne pas passer à côté de cette occasion de mettre en place un nouveau système qui promeuve et protège les droits de l'homme, garantisse la justice et la bonne gouvernance pour tous les habitants de toutes les régions du pays et contribue ainsi à sa sécurité et sa stabilité; souligne qu'il est important de soutenir le développement de la société civile pour parvenir à une véritable démocratie participative;

25. Welcomes the implementation of the European Citizens’ Initiative (ECI) on 1 April 2012, as well as the registration of the first ECI, dedicated to policies for Europe’s Youth - Fraternity 2020, and the recently successful ECI dedicated to the Right to Water; believes that the ECI constitutes the first instrument of transnational participatory democracy and will enable citizens to become actively involved in the framing of European policies and legislation; reconfirms its commitment to participate in the organisation of public hearings for successful European Citizens’ Initiatives with the active involvements of all concerned parliamentary committees; underlines the need for regular review of the state of play with the European Citizens’ Initiatives, with the aim of improving the procedure while limiting the red tape and other obstacles; is aware that the outcome of the first parliamentary hearings of the first successful ECIs taking place in 2014 are crucial in setting high procedural standards and meeting citizens’ expectations regarding the exercise of this right in the future, and undertakes to give institutional priority to ensuring the effectiveness of the participatory process;
25. se félicite de la mise en œuvre, le 1 avril 2012, de l'initiative citoyenne européenne, ainsi que de l'enregistrement de la première initiative, consacrée aux politiques en faveur de la jeunesse européenne et intitulée «Fraternité 2020», puis de la réussite récente de l'initiative intitulée «L'eau: un droit humain»; est convaincu que l'initiative citoyenne européenne constitue le premier instrument de démocratie participative transnationale et donnera aux citoyens la possibilité de prendre activement part à l'élaboration des politiques et de la législation européennes; réaffirme son engagement à participer à l'organisation d'auditions publiques pour les initiatives réussies, en veillant à la participation active de toutes les commissions compétentes; souligne la nécessité de réexaminer régulièrement la situation des initiatives citoyennes européennes en vue d'améliorer la procédure et de réduire les lourdeurs administratives et autres obstacles; est bien conscient de l'importance que revêtent les premières auditions parlementaires sur les premières initiatives citoyennes réussies, qui auront lieu en 2014, pour la mise en place de normes de procédure élevées et pour la réponse aux attentes des citoyens quant à l'exercice de ce droit à l'avenir, et s'engage à accorder, au niveau institutionnel, la priorité à l'efficacité du processus participatif;

Calls for strengthening of the links between policy-makers and civil society; welcomes the inclusion of NGOs in the working groups dealing with the accession negotiations in order to ensure the accountability and transparency of the accession process; considers it important that they are equal members of the working groups; welcomes the Government’s new e-petitions platform to enhance participatory democracy in policy-making and e-governance; encourages Montenegro to consider establishing a ‘National Committee’, composed of parliamentarians and civil society representatives, to act as a consultative forum throughout the negotiation period; underlines the responsibility of both the Government and Parliament to inform citizens and civil society in a timely manner on the developments in the negotiation process;
11. appelle au renforcement des liens entre les responsables politiques et la société civile; se félicite de l'intégration d'ONG dans les groupes de travail qui traitent des négociations d'adhésion, afin de garantir la responsabilisation et la transparence du processus d'adhésion; estime que ces organisations doivent être des membres à part entière des groupes de travail; se félicite de la mise en place par le gouvernement d'une nouvelle plateforme de pétitions en ligne destinée à renforcer la démocratie participative dans l'élaboration des politiques et la gouvernance en ligne; encourage le Monténégro à envisager la création d'une "commission nationale" composée de parlementaires et de représentants de la société civile qui fonctionnerait comme un forum consultatif tout au long de la période des négociations; souligne qu'il est de la responsabilité tant du gouvernement que du parlement d'informer en temps utile les citoyens et la société civile sur l'évolution du processus de négociation;

At this important moment in history, the EESC calls for the involvement of all democratic forces in the transition process, including civil society representatives, and underlines the key role of participatory democracy.
À ce moment important de l'histoire, le CESE appelle à une mobilisation de toutes les forces démocratiques, y compris les représentants de la société civile, en faveur du processus de transition et il souligne le rôle clé de la démocratie participative.

3. Stresses the need for both strong, competent employers’ organisations and trade unions as cornerstones of a well-functioning social dialogue and participatory democracy; underlines the need for sufficient institutional resources, especially well-educated, experienced and dynamic staff and better financial independence; calls on the future Member States to make enhanced efforts in order to increase the collective bargaining coverage rate at sectoral and inter-sectoral level and to extend agreements also to non-signatories, as well as to encourage, through trade unions and employers’ organisations, the corporate undertakings pursuing business in their respective countries to participate more actively in the social partnership process;
3.. souligne la nécessité de disposer à la fois d’organisations d’employeurs et de syndicats compétents comme pierres angulaires d’un dialogue social bien rôdé; souligne que les ressources institutionnelles doivent être suffisantes, notamment au niveau d’un personnel bien formé, expérimenté et dynamique et d’une indépendance financière renforcée; invite les futurs États membres à intensifier leurs efforts pour augmenter le taux de couverture des conventions collectives aux niveaux sectoriel et intersectoriel et à étendre les accords également aux non-signataires, et à encourager, par le biais des syndicats et des organisations d'employeurs, les entreprises actives dans leurs pays respectifs à participer de manière plus dynamique au processus de partenariat social;

During her meetings, the EESC president underlined the important role that an independent ESC could play in enhancing participatory democracy and promoting social cohesion.
Parallèlement au séminaire conjoint du CESE et de l'OIT sur la promotion du dialogue social, Mme Sigmund a tenu une série d'entretiens bilatéraux lors desquels elle a mis l'accent sur le rôle important qu'un CES indépendant pourrait jouer dans le renforcement de la démocratie participative et la promotion de la cohésion sociale.

Recalling that the proposal for such an annual prize had figured in the work plan for her two-year Presidency, Ms Sigmund underlined her conviction that, through such an annual procedure, the Committee could help ‘encourage intellectual contributions to a better awareness of the role of organised civil society in the European integration process and hence reinforce civil dialogue and help flesh out the emerging concept of participatory democracy’.
M Sigmund, qui a rappelé que ce prix annuel était inscrit à son programme de travail pour les deux années de sa présidence, s'est dite convaincue que, en attribuant chaque année cette récompense, le Comité contribuerait à encourager des travaux intellectuels en faveur d'une prise de conscience accrue du rôle de la société civile organisée dans l'intégration européenne et, partant, à renforcer le dialogue civil et à donner corps au nouveau concept de démocratie participative.
