In particular, parliaments are encouraged, first, to hold special debates on the situation of minorities and indigenous people nationally; second, to adopt the plan of action on the right to equal participation and non-discrimination for minorities and indigenous peoples; and third, the declaration equally urges parliaments to adopt and implement laws, or evaluate existing laws, to end discrimination and provide for effective participation of indigenous people and minorities in decision making.

This sort of ratification process would substantially increase citizen interest and participation, I think, just as the genuinely free debates that have occurred in the 38th Parliament, as opposed to the elected dictatorship that was the 37th Parliament, have increased citizen interest and citizen participation.
