According to the Parliament, if the Secretary-General is satisfied that undue sums have been paid by way of parliamentary allowances (because they have not been used in accordance with the Rules Governing the Payment of Expenses and Allowances), he takes measures to recover them.
Selon le Parlement, si le secrétaire général acquiert la certitude que des sommes ont été indûment versées au titre des indemnités parlementaires (parce qu’elles n’ont pas été utilisées conformément à la réglementation FID), il procède à leur recouvrement.

From information I have received from the Secretary–General, the causes of this incident have been traced back, on the one hand, to a lack of communication between the parliamentary groups and, on the other hand, to a lack of coordination between the groups and the Secretary-General’s department.
