Kinsella (Deputy Leader of the Opposition): Honourable senators, I have the honour to table the report of the delegation of the Canada-Japan Inter-Parliamentary Group to the ninth annual meeting of the Asia-Pacific Parliamentary Forum which was held in Valparaíso, Chile, from January 14 to 19, 2001.

1. Thanks the organisers of the World Social Forum and the World Parliamentary Forum in Porto Alegre and welcomes the spirit of openness and innovation which characterised the debates held there as well as the many ideas and strategies which emerged from the meetings; also welcomes the strengthening of links between the World Social Forum and the World Parliamentary Forum, as a preliminary to an international parliamentary network to voice the demands of social movements at legislative level;
1. remercie les organisateurs du Forum social mondial et du Forum parlementaire mondial de Porto Alegre et salue l'esprit d'ouverture et d'innovation des débats qui y ont eu lieu ainsi que les multiples idées et stratégies issues de la rencontre; salue également le renforcement des liens entre le Forum social mondial et le Forum parlementaire mondial, prélude à un réseau parlementaire international et porte-parole des revendications des mouvements sociaux sur le plan législatif;

2. Thanks the organisers of the World Social Forum and the World Parliamentary Forum in Porto Alegre and welcomes the spirit of openness and innovation which characterised the debates held there as well as the many ideas and strategies which emerged from the meetings, particularly the beginnings of a change of direction - in the face of neo-liberal globalisation with its negative consequences for the environment and for the majority of peoples on this planet - towards political internationalism and thus towards a need for international institutions; also welcomes the strengthening of links between the World Social Forum and the World Parliamentary Forum, as a preliminary to an international parliamentary network to voice the demands of social movements at legislative level;
2. remercie les organisateurs du Forum social mondial et du Forum parlementaire mondial de Porto Alegre et salue l'esprit d'ouverture et d'innovation des débats qui y ont eu lieu ainsi que les multiples idées et stratégies issues de la rencontre, et notamment le virage amorcé, face à une mondialisation néolibérale ayant des conséquences négatives pour l'environnement et la majorité des peuples de la planète, en direction d'un internationalisme politique et, dès lors, de la nécessité d'institutions internationales; salue également le renforcement des liens entre le Forum social mondial et le Forum parlementaire mondial, prélude à un réseau parlementaire international et porte-parole des revendications des mouvements sociaux sur le plan législatif;

A. whereas, as UN Secretary-General Kofi Annan remarked, the World Social Forum in Porto Alegre has become the most important expression of civil societies around the world, and having regard to the success of this third meeting, which hosted a World Forum of Local Authorities, a World Education Forum, a World Judges’ Forum, a World Small Farmers' Assembly, a Trade Union Forum and a World Parliamentary Forum, in which more than 100 000 people from 156 countries took part,

A. whereas the third World Social Forum (WSF) held in Pôrto Alegre from 23 to 27 January 2003, simultaneously brought together a World Judges' Forum, an Education Forum, a Trade-Union Forum, a World Small Farmers' Assembly and a World Parliamentary Forum (WPF) in which more than 100 000 people from 156 countries took part,

It is also worth considering the European Parliament’s role in this process, which is still too limited. Then perhaps we might be able to shape the Euro-Mediterranean Parliamentary Forum on the model of the ACP-EU Joint Assembly, which meets twice yearly and can set up working parties and initiate fact-finding missions.
