Notes that there are significant discrepancies for Union citizens living in a Member State other than their own with respect to voting rights in national parliamentary elections in their Member State of origin; deplores the fact that many Union citizens thus find themselves disenfranchised both in their Member State of origin and in their adopted Member State; urges Member States to cooperate in order to enable voters residing outside their Member State of origin to exercise their full electoral rights in their Member State of residence, by providing a sufficient number of polling stations covering all the territory and by facilitating easier registration of voters; calls on the Member States also to adopt the necessary legal provisions to guarantee the right to vote for all Union citizens transiting a Member State other than their Member State of origin when national parliamentary elections are being held;

Given the conclusions of the External Relations Council held in Brussels on 23 February 2004 concerning the recent parliamentary elections in Iran, when the Council 'expressed its deep regret and disappointment that large numbers of candidates were prevented from standing in this year's parliamentary elections. thus making a genuine democratic choice by the Iranian people impossible', would the Council agree that it is important to send a strong message to the Iranian authorities by suspending all further negotiations on the EC-Iran Trade and Cooperation Agreement, until Iran pursues a genuinely democratic path?
Au vu des conclusions du Conseil "Relations extérieures" du 23 février 2004 à Bruxelles sur les récentes élections législatives en Iran, dans lesquelles le Conseil a profondément déploré le nombre important de candidats empêchés de se présenter aux élections législatives, ce qui a rendu impossible au peuple iranien un véritable choix démocratique, le Conseil reconnaît-il qu'il est essentiel d'adresser un message fort aux autorités iraniennes en suspendant toutes les négociations sur l'accord de commerce et de coopération entre la Communauté européenne et l'Iran tant que ce pays ne s'engagera pas sur la voie de la démocratie véritable?

1. For the period of the 2009-2014 parliamentary term remaining at the date of entry into force of this Article, and by way of derogation from Articles 189, second paragraph, and 190(2) of the Treaty establishing the European Community and Articles 107, second paragraph, and 108(2) of the Treaty establishing the European Atomic Energy Community, which were in force at the time of the European Parliament elections in June 2009, and by way of derogation from the number of seats provided for in the first subparagraph of Article 14(2) of the Treaty on European Union, the following 18 seats shall be added to the existing 736 seats, thus provisionally bringing the total number of members of the European Parliament to 754 until the end of the 2009-2014 parliamentary term:
1. Against that background, the Council expressed its deep regret and disappointment that large numbers of candidates were prevented from standing in this year's parliamentary elections, including many sitting members of the Majlis, thus making a genuine democratic choice by the Iranian people impossible. This interference was a setback for the democratic process in Iran. The Council expressed the hope that Iran will return to the path of reform and democratisation".
3. Dans ce contexte, le Conseil a vivement regretté qu'un grand nombre de candidats, dont plusieurs siégeant au Majlis, n'aient pas été autorisés à se présenter au scrutin de cette année, rendant ainsi impossible l'expression d'un véritable choix démocratique par le peuple iranien, et il a fait part de sa profonde déception à cet égard. Cette ingérence a constitué une régression pour le processus démocratique en Iran. Le Conseil a exprimé l'espoir que l'Iran reviendra sur la voie de la réforme et de la démocratisation".
