Notes that, in 2010, there were 33 200 missions (official trips) representing a total of 98 629 mission days, most of them involving travel between Parliament's three places of work; reiterates the need to avoid unnecessary missions between the three working places and the costs they entail with more systematic and documentary justifications and better monitoring; requests that the Secretary General report, as part of the discharge procedure, on any savings made as a result of further rationalisation and on further initiatives that have been taken or that are in preparation leading to fewer missions; is further of the opinion that, in general, no committee meeting should take place in Strasbourg with the exception of those committees of which the agenda is directly linked to the reports or discussions on that week's part session's agenda; encourages the Court of Auditors to further analyse the existing mission procedures and to provide recommendations in order to improve their efficiency; asks the Secretary-General specifically to review the posts based outside of Brussels, particularly for those staff members who undertake repeated missions to Brussels, to ascertain if they need to be relocated; suggests that the agreement with the Luxembourg authorities, which fixes the number of Parliament staff based in Luxembourg without regard to any evolving needs of Parliament, may need to be revised;

E. whereas, in this connection, the law establishing a Higher Institute for Lawyers, as provided for under the agreement, was adopted by the Tunisian Parliament without any account being taken of the outcome of the consultations with the Lawyers' Association, and whereas this will give the government control over the training and selection of Tunisian lawyers in the future; whereas Tunisian lawyers working for the independence of the judiciary have been systematically harassed and whereas the lawyer Mr Abbou has been detained for more than one year now; noting with interest that, in spite of several requests for a visit, the UN Special Rapporteur on the Independence of Judges and Lawyers has still not received an invitation from the Tunisian Government,

E. whereas, in this context, the law creating a higher Institute for the training of lawyers, provided for by that agreement, was adopted at the beginning of May by the Tunisian Parliament without the outcome of consultations with the council of lawyers having been taken into account and whereas, consequently, the executive exercises control over the training and selection of future Tunisian lawyers; drawing attention to the virtually systematic harassment of Tunisian lawyers working for an independent judicial system and the detention for more than a year of the lawyer Mohammed Abbou; noting with interest that despite several requests to visit, the UN Special rapporteur on the independence of judges and lawyers has still not received any invitation from the Tunisian government,

37. Wishes the Commission to make a systematic regulatory impact assessment of its draft legislation, which should include a full cost/benefit analysis without which no legislation should be brought forward; urges the European Parliament to carry out a similar cost impact assessment on any amendments it proposes to adopt; notes that systematic consultation with market participants may bring valuable insights in the preparatory stages of lawmaking;
