The Council shall inform the European Parliament in full of the reasons which led it to adopt its position.

This was confirmed by a recent judgement by the European Court of Justice in a separate but related issue - the case C-237-11.
Le fait de modifier le siège officiel du Parlement et d'accorder à celui-ci le pouvoir sans réserve de décider de la date et du lieu où il se réunit requiert une modification du traité, qui ne peut être obtenue que par un accord à l'unanimité de tous les États membres de l'Union européenne. It shall aim at facilitating parliamentary and administrative work, while ensuring the protection of any confidential information processed by the European Parliament, in full respect of the rules established by the originator of such information as laid down in the security notices.
