In November 2002, the Commission took part in a discussion of the working paper drawn up by the chairman of the Committee on constitutional affairs at the European Parliament (Mr Napolitano), on the basis of which the CoR adopted its own report drawn up by Lord Tope (ELDR/UK).
En novembre 2002, la Commission a participé à la discussion du document de travail élaboré par le Président de la commission des affaires constitutionnelles du PE (M. Napolitano), sur la base duquel le CdR a adopté son propre rapport, élaboré par Lord TOPE (ELDR-UK).

– (IT) Mr President, ladies and gentlemen, I and my delegation feel that it was a wise decision to entrust the drafting of this report to Mr Napolitano. In the concern at the imbalance between the powers conferred on the executive institutions and the scope afforded to the parliaments as a whole, he has found a key factor on which to base his report.
- (IT) Monsieur le Président, chers collègues, pour parler au nom de ma délégation, je pense que cela a été un choix sage que de confier la rédaction de ce rapport à M. Giorgio Napolitano, lequel a bien su intégrer, dans la préoccupation relative au déséquilibre entre les pouvoirs des institutions exécutives et les possibilités reconnues aux parlements dans leur ensemble, un des aspects principaux sur lesquels il pouvait baser son rapport.

Our paragraph 1, dealing with collaboration among the parliaments of the Union, is well covered in his paragraph 10; our paragraph 2, on the importance of participation of representatives of the European Parliament and national parliaments in the future Convention, has been adopted by Mr Napolitano.
Le paragraphe 1, que nous avons rédigé, et qui traite de la collaboration entre les parlements de l'Union, est bien couvert dans son paragraphe 10 ; notre paragraphe 2, relatif à l'importance de la participation des représentants du Parlement européen et des parlements nationaux au sein de la future Convention, a été adopté par M. Napolitano.

I congratulate the Honourable Member Sylvia-Yvonne Kaufmann, the chairman of the Committee on Constitutional Affairs, Giorgio Napolitano, and the European Parliament as a whole, for the speed and efficiency with which they have carried out the work, which has involved no fewer than ten Parliamentary committees.

In this he collaborated, as I did, but more than I did, with Parliament more specifically with Giorgio Napolitano and his committee, with rapporteurs Mr Leinen and Mr Dimitrakopoulos, and of course with Mr Brok and Mr Tsatsos, whose commitment was exemplary.

Furthermore, this request was formulated according to Rule 112 of our Rules of Procedure which refers back to article 60 whereas Mr Napolitano’s report, as it is quite clearly stated in the legal grounds of the aforementioned report, is a report which is covered by article 181, since it concerns the internal Rules of Procedure of our Parliament.
Cette demande a en outre été formulée au titre de l'article 112 de notre règlement, qui renvoie à l'article 60, alors que le rapport de M. Napolitano, comme il est dit très clairement dans les attendus dudit rapport, est un rapport qui renvoie à l'article 181, parce qu'il concerne le règlement intérieur de notre Parlement.

As far as I am concerned, I consider – and once again this is what has influenced my thinking, but I shall ask Mr Napolitano if he agrees with me – that the subject of Mr Napolitano’s report is the application of a text of a legislative nature, since it is to do with the Rules of Procedure of the European Parliament and of the Council relating to the inquiries carried out by OLAF.
Pour ma part, je considère - et encore une fois c'est ce qui a guidé ma réflexion, mais je vais demander à M. Napolitano s'il est d'accord avec moi - que le rapport de M. Napolitano a pour objet l'application d'un texte à caractère législatif, puisqu'il s'agit du règlement du Parlement européen et du Conseil relatif aux enquêtes effectuées par l'OLAF.
