In its Resolution of 21 November 2002 on the ‘Prestige’ oil tanker disaster off the coast of Galicia (8), the European Parliament called for stronger measures that can enter into force more rapidly, and stated that this new disaster has again underlined the need for effective action at international and Union level in order to significantly improve maritime safety.
Dans sa résolution du 21 novembre 2002 sur la catastrophe du pétrolier Prestige au large des côtes de Galice (8), le Parlement européen s’est prononcé en faveur de mesures plus énergiques pouvant entrer en vigueur plus rapidement et a déclaré que cette nouvelle catastrophe soulignait une fois de plus la nécessité de prendre des mesures efficaces au niveau international et au niveau de l’Union pour renforcer significativement la sécurité maritime.

Given the European dimension of this disaster, it falls to us in this Parliament to emphasise its magnitude and also to call for the resources necessary and assistance available to alleviate its dramatic short-, medium- and long-term consequences and to cooperate so that we can find out what has failed, in order to stop it happening again. To this end, we would ask for the urgent mobilisation of the European Union’s Solidarity Fund for Galicia, which has been devastated by fire and which is facing a very serious ecological, economic and social situation.
Vu la dimension européenne de cette catastrophe, c’est à nous, députés européens, qu’il appartient d’insister sur son ampleur et de réclamer les ressources nécessaires ainsi que l’aide disponible, de manière à atténuer les conséquences à court, moyen et long terme, et de coopérer en vue de découvrir l’endroit où les choses ont mal tourné et, partant, d’empêcher que cela ne se reproduise. À cette fin, nous insistons sur l’octroi immédiat de fonds au titre du Fonds de solidarité de l’Union européenne à la Galice, qui a été dévastée par les incendies et est confrontée à d’immenses problèmes sur les plans écologique, économique et social.

– (ES) Mr President, on 15 November 2001 I was rapporteur for the report on Regulation (EC) No 2561/2001 on the conversion of boats and fishermen dependent on the fisheries agreement with Morocco. On that occasion, Parliament agreed a series of amendments that seem to be very similar to the proposal before us today. They sought to make the regulation more flexible and to convert this particular Community fleet. As I am sure the Commissioner is aware, the fleet is based in Andalusia, the Canary Islands, Galicia and Portugal, It was left without their traditional fishing-ground.
- (ES) Monsieur le Président, le 15 novembre 2001 j'ai été chargée du rapport sur le règlement (CE) n° 2561/2001, visant à promouvoir la reconversion des navires et des pêcheurs qui étaient dépendants de l'accord de pêche avec le Maroc, et le Parlement a adopté à ce moment-là une série d'amendements qui ressemblent fortement à la proposition d'aujourd'hui et qui tendent à rendre ce règlement plus flexible et à ce qu'il serve effectivement à reconvertir cette flotte communautaire qui, comme le commissaire le sait bien, est une flotte qui provient d'Andalousie, des Canaries, de Galice et du Portugal et qui ne peut plus pêcher là où elle le faisait habituellement.

(9) Dans sa résolution du 21 novembre 2002 sur la catastrophe du pétrolier Prestige au large des côtes de Galice, le Parlement européen se prononce en faveur de mesures plus énergiques pouvant entrer en vigueur plus rapidement et déclare que ce nouveau naufrage souligne une fois de plus la nécessité de prendre des mesures efficaces au niveau international et au niveau de l'Union européenne pour renforcer notablement la sécurité maritime.

The Commission accepted the amendment proposed by the European Parliament after the first reading to redefine the objectives of the specific project No 8 such that the connection of Galicia to the TEN is more visible.
