The rapporteur proposed to split the proposal in such a way that the necessary prolongation of the transitional measures could be adopted in June 2005 in a first reading agreement with Council. The rest of the proposal kept pending for discussions in Parliaments first reading in order to allow a profound discussion on potential changes.
