Definition: Episodic disorders in which both affective and schizophrenic symptoms are prominent but which do not justify a diagnosis of either schizophrenia or depressive or manic episodes. Other conditions in which affective symptoms are superimposed on a pre-existing schizophrenic illness, or co-exist or alternate with persistent delusional disorders of other kinds, are classified under F20-F29. Mood-incongruent psychotic symptoms in affective disorders do not justify a diagnosis of schizoaffective disorder.

This Report responds to the requirement of Article 23(2) of the Directive 2011/36/EU on preventing and combating trafficking in human beings and protecting its victims, and replacing Council Framework Decision 2002/629/JHA, according to which: "The Commission shall, by 6 April 2016, submit a report to the European Parliament and the Council, assessing the impact of existing national law, establishing as a criminal offence the use of services which are the objects of exploitation of trafficking in human beings, on the prevention of trafficking in human beings, accompanied, if necessary, by adequate proposals".

(7) This Regulation should therefore complement the existing Union regulatory framework (Directive 2002/19/EC of the European Parliament and of the Council[14], Directive 2002/20/EC of the European Parliament and of the Council[15], Directive 2002/21/EC of the European Parliament and of the Council[16], Directive 2002/22/EC of the European Parliament and of the Council[17], Directive 2002/58/EC of the European Parliament and of the Council[18], Commission Directive 2002/77/EC[19], as well as Regulation (EC) No 1211/2009 of the European Parliament and of the Council[20], Regulation (EU) No 531/2012 of the European Parliament and of the Council[21] and Decision No 243/2012/EU of the European Parliament[22]) and the applicable national legislations adopted in conformity with Union law, by establishing specific rights and obligations for both electronic communications providers and end-users, by making consequential amendments to the existing Directives and to Regulation (EU) No 531/2012 in order to secure greater convergence as well as some substantive changes consistent with a more competitive Single Market.

Regulation (EC) No 2160/2003 provides that experience gained under existing national measures and information forwarded to the Commission or to the European Food Safety Authority (‘EFSA’) under existing Union requirements, in particular in the framework of information provided for in Directive 2003/99/EC of the European Parliament and of the Council of 17 November 2003 on the monitoring of zoonoses and zoonotic agents, amending Council Decision 90/424/EEC and repealing Council Directive 92/117/EEC (3), and in particular Article 5 thereof, is to be taken into account when setting the Union target.

Notes that only the guild of architects has encouraged the competent authorities on both sides to look into the mutual recognition of qualifications as part of the Work Programme; acknowledges that other professions seem to prefer to handle recognition procedures amongst partner associations in the EU and the US; asks the Commission to report to the relevant Committees of the European Parliament about existing barriers to mutual recognition of qualifications on both sides;
62. observe que seul l'ordre des architectes a encouragé les autorités compétentes des deux parties à se pencher sur la reconnaissance mutuelle de qualifications dans le cadre du programme de travail; prend note que d'autres professions semblent préférer appliquer des procédures de reconnaissance entre associations partenaires dans l'Union européenne et aux États-Unis; invite la Commission à informer les commissions compétentes du Parlement européen sur les obstacles existant à la reconnaissance mutuelle de qualifications des deux côtés;

Recommends that steps be taken to strengthen transatlantic relations with the United States through a new Transatlantic Partnership Agreement replacing the currently existing NTA; suggests in this regard the establishment of a regular review mechanism for such a Transatlantic Partnership Agreement, whereby experts from the EU and the United States strive constantly to improve the Transatlantic Partnership so as to exploit its full potential; underlines that only the wider involvement at all levels of the US Congress, the Parliament and national parliaments will make it possible truly to enhance the whole process and that the existing interparliamentary exchange should be gradually transformed into a de facto Transatlantic Assembly;
recommande que des mesures soient prises pour renforcer les relations transatlantiques avec les États-Unis au moyen d'un nouvel accord de partenariat transatlantique qui remplacerait le Nouvel Agenda transatlantique existant; propose, à cet égard, la création d'un mécanisme d'examen régulier de cet accord de partenariat transatlantique grâce auquel des experts de l'Union européenne et des États-Unis s'efforceraient en permanence d'améliorer le partenariat transatlantique afin d'en exploiter tout le potentiel; souligne que seule la participation plus large à tous les niveaux du Congrès des États-Unis, du Parlement européen et des parlements nationaux permettra réellement de renforcer l'ensemble du processus et que les échanges interparlementaires existants devraient être progressivement transformés en une Assemblée transatlantique de fait;

6. At as early a stage as possible, following the adoption of Exceptional Assistance Measures, and in any case within seven months of doing so, the Commission shall report to the European Parliament and the Council by giving an overview of the existing and planned Community response, including the contribution to be made from other Community financing instruments, the status of existing Country and Multi-Country Strategy Papers, and the Community's role within the broader international and multilateral response.
6. European Food Safety Authority to promote and make full use of the networking of national scientific bodies, in line with Article 36 of Regulation (EC) 178/2002 on food law, and thus to increase the possibility of resolving diverging scientific opinions among the Member States The Commission will enhance its coordination role on co-existence issues, as defined in Directive 2001/18/EC, through the establishment of a coordination network designed to facilitate the exchange of information on co-existence with and between Member States, report to the Council and the European Parliament by the end of 2005, using information from the Member States, on the experience gained in the Member States concerning the implementation of measures to address co-existence, including, where appropriate, an assessment of all possible and necessary steps to be taken.

(3) Whereas on 1 December 1997 the Council invited the Commission to submit, by early 1998, a proposal for a European Parliament and Council Decision which would enable orientations to be established on the substance of the issue and facilitate, within the existing Community legal framework, the early licensing of UMTS services and, if appropriate and on the basis of the existing allocation of competences, in respect of coordinated allocation of frequencies in the Community and pan-European roaming; whereas on 29 January 1998 the European Parliament adopted a resolution expressing its strong support for the Commission's communication of 15 October 1997;
(3) considérant que, le 1er décembre 1997, le Conseil a invité la Commission à présenter, au début de 1998, une proposition de décision du Parlement européen et du Conseil qui permettrait d'établir des orientations sur le fond de la question et qui faciliterait, dans le cadre juridique communautaire existant, l'octroi rapide de licences pour les services UMTS, s'il y a lieu, et sur la base de la répartition actuelle des compétences, en ce qui concerne l'attribution coordonnée de fréquences dans la Communauté et l'itinérance paneuropéenne; que le Parlement européen a adopté, le 29 janvier 1998, une résolution exprimant son ferme soutien à la communication de la Commission du 15 octobre 1997;
