Following the rejection of this proposal, and for all reasons mentioned, I urge the European Commission to enter into a vast consultation process with all parties concerned, also giving voice to those parties neglected until now and representing the demand side, and to propose an ambitious white paper on European seaports policy in its entirety, and this at the earliest possible opportunity.

The Commission's proposal for a European Parliament and Council directive on market access to port services follows on directly from the Green Paper on seaports and maritime infrastructure unveiled on 10 December 1997.

On 10 December 1997 the Commission submitted a Green Paper to Parliament and the Council on seaports and maritime infrastructure, making pronouncements on EU ports and industry, EU ports and the common transport policy, financing and charging port and sea transport infrastructure costs and port services: organisation and market access.
