Decision 2004/387/EC of the European Parliament and of the Council of 21 April 2004 on the interoperable delivery of pan-European eGovernment services to public administrations, businesses and citizens (IDABC) [Official Journal L 144 of 30 April 2004]. The new IDABC (Interoperable Delivery of pan-European eGovernment Services) programme has the objective of delivering pan-European on-line eGoverment services to public administrations, businesses and citizens.
Le nouveau programme IDABC (fourniture interopérable de services paneuropéens de gouvernement électronique) a pour objectif de fournir des services administratifs paneuropéens en ligne aux administrations publiques, aux entreprises et aux citoyens.

In co-operation with Member State representatives in the PEGSCO and sectors, the Commission will continue to refine the focus areas agreed with Member States and confirmed by the “i2010 eGovernment Action Plan: Accelerating eGovernment in Europe for the Benefit of All”[4] with a view to supporting the development of pan-European eGovernment services, also working in co-operation with the eGovernment Sub-Group of the i2010 High Level Group established in the context of the i2010 eGovernment Action Plan.
En coopération avec les délégués des États membres au sein du PEGSCO et les représentants des secteurs, la Commission continuera de travailler aux domaines prioritaires définis avec les États membres et confirmés dans le «plan d’action i2010 pour l’e-gouvernement: accélérer l’instauration de l’administration en ligne en Europe dans l’intérêt de tous»[4] dans le but de soutenir la mise en place de services paneuropéens d’administration en ligne. Elle coopèrera également avec le sous-groupe «e-gouvernement» du groupe à haut niveau i2010 constitué dans le cadre du plan d’action précité.
