H. whereas the Israeli Government is withholding approximately EUR 50 million a month in taxes and customs duties, that without any doubt belong to the Palestinians, thus increasing the suffering of the Palestinian people; whereas the Israeli Foreign Minister announced on 21 May 2006 that a small amount (EUR 10 million) of these revenues would be paid directly to the Palestinian health services in order to alleviate the difficult situation,
H. considérant que le gouvernement israélien retient chaque mois quelque 50 millions d'euros de taxes et de droits de douane qui appartiennent sans le moindre doute aux Palestiniens, ce qui accroît les souffrances de ce peuple; que le ministre israélien des affaires étrangères a annoncé le 21 mai 2006 qu'une fraction (10 millions d'euros) de ces recettes serait versée directement aux services de santé palestiniens afin de faire face à leurs difficultés,

H. whereas the European Union has provided considerable financial support to the Palestinians in the past years; whereas the EU's Temporary International Mechanism and project funding have played an important role in avoiding a humanitarian catastrophe in the Gaza Strip and in the West Bank; whereas the Commission, the United Nations Development Programme, the United Nations Relief and Works Agency and the World Bank have suspended several infrastructure projects due to the inability to import raw materials; whereas these humanitarian offices, agencies and organisations have continued their activities on a limited scale despite all the obstacles; whereas the European Union continues to provide humanitarian assistance to the Palestinian people and direct subsidies to employees of the Palestinian Authority in the Gaza Strip; whereas the Palestinian-European Mechanism for Management of Socio-Economic Aid (PEGASE) will constitute a new financing mechanism for EU and other international assistance for the Palestinian Territories,

E. whereas on 9 May 2006 the Quartet reiterated its support for assistance to help meet the basic human needs of the Palestinian people, and expressed its willingness to endorse a temporary international mechanism that is limited in scope and duration and ensures direct delivery of assistance to the Palestinians; whereas the EU has been given the task of developing and proposing such a mechanism,
E. considérant que, le 9 mai 2006, le Quartet a réitéré son soutien en faveur d'une aide destinée à répondre aux besoins fondamentaux de la population palestinienne et s'est déclaré disposé à approuver un mécanisme international temporaire limité quant à son champ d'application et assurant le versement direct d'une aide aux Palestiniens, et que l'Union européenne a été chargée d'élaborer et de proposer ce mécanisme,

I am sad to say that there have been many Israeli deaths too – over 600 now. Israel is an occupying country which is violating the obligation laid down by the fourth Geneva Convention to move its people out of the occupied territories – there are over 400 000 settlers now – and should be ensuring the well-being and providing for the needs of the Palestinian people, whereas 72% of Palestinians are unemployed and confined in the villages.
