The newly adopted assistance package consists of the following three programmes which target the needs of the Palestinian population in Gaza, Area C and East Jerusalem:

Considers that a sufficient level of EU financial assistance to the Palestinian Authority and UNRWA is still needed in order to adequately and comprehensively respond to the political and humanitarian situation in the Middle East and the peace process; stresses the particularly difficult situation faced by UNWRA at the moment, notably following the events in Syria; notes that the net effect of the increase in commitments for ENPI is mainly due to the fact of maintaining support for the occupied Palestinian territories at the level of the 2012 draft budget;
68. estime qu'un niveau suffisant d'aide financière de l'Union européenne à l'Autorité palestinienne et à l'UNRWA s'avère toujours nécessaire afin d'apporter une réponse adéquate et globale à la situation politique humanitaire au Moyen-Orient et au regard du processus de paix; souligne la situation particulièrement difficile à laquelle est confrontée l'UNRWA à l'heure actuelle, avant tout après les évènements se déroulant en Syrie; observe que l'effet net de l'augmentation des engagements en faveur de l'ENPI découle essentiellement du soutien accordé sans relâche au territoire palestinien occupé au niveau du projet de budget 2012;

Support for political and financial reform in the Palestinian Authority including an early contribution to the World Bank Reform Trust Fund of €70 million – to be paid in instalments and subject to benchmarks A substantial contribution to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). An Infrastructure Facility to support urgent projects and basic services. This Facility could, among other things, be used to address Palestinian needs following Israel’s disengagement from Gaza and Northern Parts of the West Bank. Projects are still to be identified but the Commissioner’s visit revealed support to the reconstruction of the Sea Port as a possibility that that should be further investigated.
soutien de la réforme politique et financière de l’Autorité palestinienne, notamment par une contribution initiale de 70 millions d’euros au Fonds d’affectation de la Banque mondiale consacré à la réforme, contribution qui sera versée par tranche et en fonction de critères de référence; contribution substantielle à l’Office de secours et de travaux des Nations unies pour les réfugiés de Palestine au Proche-Orient (UNRWA); mécanisme de soutien des infrastructures pour financer des projets urgents et des services de base; ce mécanisme pourrait notamment servir à faire face aux besoins qui apparaîtront dans la bande de Gaza et dans les régions du nord de la Cisjordanie après le retrait d’Israël; les projets ne sont pas encore définis, mais la visite de la commissaire européenne a permis d’établir que la reconstruction du port maritime serait une possibilité, qui fera l’objet d’un examen approfondi.

10. Welcomes the start of bilateral meetings between Israeli and Palestinian officials in compliance with the commitments made by the two sides in Annapolis; calls on the parties to make deeds follow words, which means implementing the Road Map obligations in parallel with negotiations, with a view to establishing a viable Palestinian State, living side-by-side in security and peace with Israel; stresses that only clear progress in the negotiation of the core issues of borders, refugees and Jerusalem can strengthen the ANP and pave the way to a peaceful agreement that is necessary for the successful integration of Gaza in the new Palestinian state; draws attention to the urgent need for concrete provisions within the peace negotiations that actively focus on ending the blockade of Gaza;
10. se félicite du début des réunions bilatérales entre les autorités israéliennes et palestiniennes conformément aux engagements pris par les deux parties à Annapolis ; demande aux parties de traduire leurs paroles en actes, ce qui signifie la mise en œuvre des obligations de la Feuille de route parallèlement aux négociations, en vue d'établir un État palestinien viable, vivant côte à côte, en sécurité et en paix, avec Israël ; souligne que seuls des progrès clairs dans la négociation des points clés concernant les frontières, les réfugiés et Jérusalem peuvent renforcer l’ANP et préparer la voie vers un accord de paix, qui est indispensable pour la bonne intégration de Gaza dans le nouvel État palestinien; attire l’attention sur l'urgente nécessité de dispositions concrètes au cours des négociations de paix qui soient résolument axées sur la fin du blocus de Gaza ;

What is needed at this point is the resolve and recommitment on both sides, in an acknowledgment of each other's pain, to the following: an end to all incitement, terror and violence; withdrawal of Israeli forces from Palestinian cities and towns; proclamation of a ceasefire and termination of states of belligerency; and respect for human rights as a code of conduct.

The European Union believes that subsequent steps must be directed towards the following objectives: the complete and immediate application of Security Council Resolution 1402; the urgent need for a real ceasefire and the withdrawal of the Israeli army from Palestinian cities, including the general headquarters of the Palestinian Authority in Ramallah, guaranteeing the safety and complete freedom of movement of President Arafat; the diplomatic efforts of the special envoys to the Middle East must not be hindered and in particular they must be guaranteed free access to President Arafat; the need for Israel’s legitimate right to combat terrorism to be exercised within the framework of international law and in particular international humanitarian law; the Palestinian Authority, whose operability must be guaranteed, must make all the necessary effort to prevent terrorist activities; the grave humanitarian situation in the territories demands that medical and humanitarian personnel and institutions must be able to carry out their activities freely.
L'Union européenne considère que les étapes ultérieures doivent viser à atteindre les objectifs suivants : application totale et immédiate de la résolution 1402 du Conseil de sécurité ; nécessité urgente d'un véritable cessez-le-feu et du retrait de l'armée israélienne des villes palestiniennes, y compris du quartier général de l'Autorité palestinienne à Ramallah, tout en garantissant l'intégrité du président Arafat et sa liberté totale de mouvements ; absence d'entrave aux efforts diplomatiques des envoyés spéciaux au Moyen-Orient et, en particulier, garantie de leur libre rencontre avec le président Arafat ; nécessité pour le droit légitime d'Israël de lutter contre le terrorisme d'être appliqué dans le cadre de la légalité internationale et en particulier du droit international humanitaire ; obligation pour l'Autorité palestinienne, dont le caractère opérationnel doit être garanti, de réaliser tous les efforts nécessaires pour empêcher les activités terroristes ; étant donnée la gravité de la situation humanitaire dans les territoires, liberté d'action des institutions et du personnel médical et humanitaire.

Noting that the European Union and Member States of the GCC were among the principal contributors to the Palestinian budget and Palestinian development, the Ministers reiterated their continued commitment to contribute to the urgent financial needs of the Palestinians and asked those who had not yet done so to follow suit.
Notant que l'Union européenne et les Etats membres du CCG comptent parmi les principaux contributeurs au budget palestinien et au développement palestinien, les ministres ont réaffirmé qu'ils s'engageaient, comme par le passé, à contribuer aux besoins financiers urgents des Palestiniens et ont demandé à ceux qui ne l'avaient pas encore fait de suivre leur exemple.
