10. Notes that there is a wide variety of dialogues and consultations, each based on different structures, formats, frequencies, and methodologies, thus obscuring the picture and creating confusion as regards EU action in this area; deplores the fact that whatever information may exist concerning the agendas, aims, benchmarks, or outcome of the dialogues and consultations based on agreements, of ad hoc dialogues and consultations, of dialogue and consultation with like-minded countries, or of the political dialogue and consultation, the information does not extend to human rights; notes that neither the Council nor the Commission has devised a method for organising and systematising these dialogues and consultations, making the results impossible to view from an overall perspective; calls on the Commission and Council to bring a systematic approach to bear on the human rights dialogues and consultations with third countries, classifying them by methodology and subject so as to provide a basis for objective assessment and monitoring of the human rights situation, the breakthroughs achieved, and so on;
10. souligne la multiplicité des dialogues et des consultations, tous dotés de structures, de formats, d'une périodicité et d'une méthodologie différents, avec pour résultat l'opacité et la confusion de l'action de l'Union dans ce domaine; déplore que les droits de l'homme soient omis de l'information disponible concernant l'ordre du jour, les objectifs, les valeurs de référence ou les résultats des dialogues et consultations, que ces derniers soient fondés sur des accords, qu'ils soient ad hoc, qu'ils aient lieu avec des pays de même sensibilité ou qu'ils soient de nature politique; constate qu'aucune méthode n'a été arrêtée par le Conseil ou par la Commission pour organiser et structurer ces dialogues et ces consultations, ce qui empêche d'envisager les résultats dans une perspective globale; invite la Commission et le Conseil à aborder les dialogues et consultations sur les droits de l'homme avec les pays tiers selon une approche systématique, en les classant par méthodologie et par thème, de façon à permettre une évaluation et un suivi objectifs de la situation des droits de l'homme, des progrès réalisés, etc.;

Calls on the Commission and the Council to ensure the active participation of civil society in the various phases involved in preparing, following up and assessing the human rights dialogues and consultations; supports, in this respect, the decision of the Council to involve human rights defenders in the preparation of dialogue and consultation meetings and to consult local human rights defenders and NGOs when establishing human rights priorities in the context of political dialogues and consultations; recommends that experts" seminars, an arrangement employed for structured dialogues and consultations, should likewise be organised for other forms and types of dialogue and consultation;
43. invite le Conseil et la Commission à assurer la participation active de la société civile dans les différentes phases de la préparation, du suivi et de l'évaluation des dialogues et consultations sur les droits de l'homme; soutient, à cet égard, la décision du Conseil d'associer les défenseurs des droits de l'homme à la préparation des réunions relevant de ces dialogues et consultations, et de consulter les défenseurs locaux des droits de l'homme et les ONG locales lors de la définition des priorités relatives aux droits de l'homme dans le cadre des dialogues et consultations politiques; recommande d'élargir la formule des séminaires d'experts, institués dans le cadre des dialogues et consultations structurés, aux autres formes et modalités de dialogue et consultation;

Calls on the Commission and the Council to ensure the active participation of civil society in the various phases involved in preparing, following up and assessing the human rights dialogues and consultations; supports, in this respect, the decision of the Council to involve human rights defenders in the preparation of dialogue and consultation meetings and to consult local human rights defenders and NGOs when establishing human rights priorities in the context of political dialogues and consultations; recommends that experts’ seminars, an arrangement employed for structured dialogues and consultations, should likewise be organised for other forms and types of dialogue and consultation;
