The second goal is for a Community of Democracies group to be created within every UN body, alongside the regional or other formal and informal groups of countries. This group would work to safeguard and promote democracy, the rule of law and respect for human rights.

6. The European Union's contribution could take the following forms: (a) Early warning: - exchange of information or communications covering aspects of specific crises or countries where tensions are in evidence; - training of analysts for the OAU General Secretariat; - organization of seminars; - financial support for technical and material assistance (b) Preventive diplomacy: - encouraging the setting-up of crisis-tracking groups by offering good offices and possibly one-off financial support; - organization of seminars and fora for the discussion of preventive diplomacy; - assistance with staff for the organization of missions (c) Peacekeeping: insofar as a role is envisaged for the OAU, at its own request, pursuant to a decision of the UN Security Council, the EU will examine any support it could provide, in particular via the WEU where appropriate. 7. The EU, aware of the fact that the WEU has already begun discussing the possibility of supporting the European Union's contribution, invites it to inform the EU of the outcome.
6. La contribution de l'Union européenne pourra prendre les formes suivantes: a) Alerte précoce: - échange d'informations ou communications d'éléments sur des crises particulières, aussi bien sur des pays où des tensions se manifestent; - formation d'analystes pour le Secrétariat Général de l'OUA; - organisation de séminaires; - appui financier pour l'assistance technique et matérielle. b) Diplomatie préventive: - encouragement à la création de groupes d'accompagnement de situations de crise par l'offre de bons offices et, le cas échéant, un soutien financier ponctuel; - organisation de séminaires et fora d'échanges relatifs à la diplomatie préventive; - aide en personnel à l'organisation de missions. c) Maintien de la paix: dans la mesure où un rôle de l'OUA, à la demande de celle-ci, serait envisagée dans le cadre d'une décision du Conseil de Sécurité des Nations Unies, l'UE examinera un éventuel appui qu'elle pourrait lui apporter, notamment en ayant recours, le cas échéant, à l'UEO. 7. L'UE, consciente du fait que l'UEO a déjà entamé une réflexion sur la possibilité d'appuyer la contribution de l'Union européenne, l'invite à lui en communiquer les résultats.
