B. whereas the number of Syrian refugees and people in need is rising dramatically as the political and humanitarian situation deteriorates each day that the armed conflict continues; whereas not only civilians, but also several former political and military leaders of the regime, as well as ambassadors, have defected to neighbouring countries and beyond; whereas the armed conflict in Syria is a major threat to the fragile security and stability of the region as a whole; whereas the risk of spill-over effects from the armed conflict is in danger of transitioning from being incidental to structural; whereas the EU and the international community cannot afford an additional catastrophe; whereas a pan-regional political, security and humanitarian disaster would overwhelm international response capacity;

F. whereas the High Commissioner has claimed that the Syrian conflict is much more than a humanitarian crisis and that it risks spreading across the region, escalating into a political, security and humanitarian disaster that would completely overwhelm international response capacity;

First, Dr. Rutherford, if I may, in Article 5, with the overwhelming argument of humanitarian intent that is interpreted as victim assistance obligations, nations that actually use them in their conflict area and then as the conflict has evolved where civilian or non-combatant casualties are due to these weapons, is there an international responsibility that can be applied to the nations that deliver those weapons to compensate victims?

Noting the provisions of international legal instruments relevant to the protection of children, including the Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption, the Hague Convention on the Civil Aspects of International Child Abduction, the Hague Convention on Jurisdiction, Applicable Law, Recognition, Enforcement and Cooperation in Respect of Parental Responsibility and Measures for the Protection of Children, and International Labour Organization Convention No. 182 on the Prohibition and Immediate Action for the Elimination of the Worst Forms of Child Labour, Encouraged by the overwhelming support for the Convention on the Rights of the Child, demonstrating the widespread commitment that exists for the promotion and protection of the rights of the child,

Deplores the US Administration's unilateral announcement in March 2001 that the USA would not implement the Kyoto Protocol; recalls that the United States is the world's biggest polluter and single biggest contributor to climate change and that an overwhelming consensus of international scientific opinion has identified climate change as the gravest environmental threat facing the world; considers that the international reputation of the USA will be gravely damaged if it does not accept its responsibility to make a commensurate contribution to a solution;

In an opinion adopted by an overwhelming majority at its November plenary session (rapporteur: Mr Sergio Colombo, a member of the ESC's Workers' Group and responsible for international relations at the Italian trade union FLERICA/CISL) the ESC very much welcomes the Commission's recent proposals on waste of electrical and electronic equipment (WEEE), particularly given the numerous environmental problems they cause.
