Generally speaking, France considers that the specific measures adopted for her overseas departments should henceforth be based on a long term footing rather than setting at the outset a cut-off date for their application, and that an evaluation arrangement should be introduced whereby at regular intervals and on the basis of pre-established criteria their impact on the economic and social development of the region could be gauged.
