The European Union significantly increased its funding in response to the Syria crisis at today's Third International Pledging Conference for Syria in Kuwait.

The European Union is increasing its assistance to the Syria crisis by €136 million in humanitarian funding, half of which will go to needs inside Syria, and the other half to Syrian refugees and host communities in neighbouring Turkey, Lebanon, Jordan and Iraq.

Stresses that the ongoing war in Syria and the recent threat posed by ISIL/Daesh constitute a serious danger to the people of Iraq and Syria, and to the broader Middle East; calls for the EU to adopt and implement a comprehensive regional strategy for defeating ISIL/Daesh and to contribute to joint efforts to mitigate the humanitarian crisis and end the conflict in Syria and Iraq; recalls that a cohesive response is needed in order to coordinate all aspects of engagement and to support host countries, including with security, humanitarian, development and macro-economic assistance; commends the role of neighbouring countries in accepting refugees; emphasises that the EU needs a strategy that complements UN and counter-ISIL/Daesh coalition activities and is aimed at engaging with regional partners in order to address terrorism financing, the supply of weapons and the flow of transnational foreign fighters;
3. fait observer que la guerre qui secoue la Syrie et la menace récente que constitue Daech mettent sérieusement en danger les populations iraquienne et syrienne, ainsi que le Moyen-Orient en général; demande à l'Union d'adopter et d'appliquer une stratégie régionale globale pour faire barrage à Daech et pour fédérer les efforts visant à atténuer la crise humanitaire et à mettre fin au conflit tant en Syrie qu'en Iraq; rappelle qu'une réponse cohérente s'impose pour coordonner l'ensemble des volets d'action et pour aider les pays d'accueil, notamment en fournissant une assistance dans le domaine de la sécurité, une aide humanitaire et macro-économique ainsi qu'une aide au développement; rend hommage au rôle joué par les pays voisins dans l'accueil des réfugiés; souligne que la stratégie de l'Union européenne doit venir compléter les activités menées par les Nations unies et la coalition formée contre Daech et avoir pour objet de nouer la concertation avec les partenaires régionaux pour lutter contre le financement du terrorisme, les livraisons d'armes et l'afflux de combattants étrangers d'origines diverses;

6. Believes that the international community should bring about a political solution for Syria which can stop the violence, prevent further use of chemical weapons and promote a democratic transition; calls, in particular, on Russia and China, as permanent members of the Security Council, to face their responsibilities and to facilitate the achievement of a common position and a diplomatic solution to the Syrian crisis, without excluding a role for the UN General Assembly whereby it could take up this matter in the event of a persistent blockage in the Security Council; is convinced that a lasting solution to the current crisis in Syria can only be achieved through a Syrian-led, inclusive political process with the backing of the international community; continues to support, in this spirit, the efforts of the EU and its Member States and of UN-Arab League Joint Special Representative Lakhdar Brahimi to achieve progress in the Geneva II process and in the Security Council; reiterates its calls for the Security Council to refer the situation in Syria to the International Criminal Court for a formal investigation; reiterates its call for President Assad and his regime to step aside and pave the way for a democratic transition;
6. est convaincu que la communauté internationale devrait dégager une solution politique pour la Syrie qui puisse mettre fin à la violence, empêcher, à l'avenir, tout recours à l'arme chimique, et promouvoir une transition démocratique; invite en particulier la Russie et la Chine, en tant que membres permanents du Conseil de sécurité, à faire face à leurs responsabilités et à faciliter l'obtention d'une position commune et d'une solution diplomatique à la crise syrienne, sans exclure la possibilité, pour l'Assemblée générale des Nations unies, de se saisir de la question en cas d'impasse au niveau du Conseil de sécurité; est convaincu qu'une solution durable à la présente crise en Syrie ne pourra être trouvée que dans le cadre d'un processus politique sans exclusive mené par les Syriens, avec le soutien de la communauté internationale; continue de soutenir, dans cet esprit, les efforts de l'Union européenne, de ses États membres et de Lakhdar Brahimi, envoyé spécial conjoint des Nations unies et de la Ligue des États arabes pour la Syrie, pour faire avancer les choses dans le cadre du processus de Genève II et au sein du Conseil de sécurité; invite à nouveau le Conseil de sécurité à saisir la Cour pénale internationale de la situation en Syrie en vue d'une enquête officielle; demande de nouveau au président Bachar el-Assad et à son régime d'abandonner le pouvoir afin qu'une transition démocratique puisse avoir lieu;

8. Welcomes the humanitarian assistance provided by neighbouring countries of Syria, in particular Turkey, to Syrian refugees; encourages the EU and its Member States to continue working together with members of the UNSC, neighbouring countries of Syria, the Arab League, other international actors and NGOs in order to prevent the potential escalation of the current crisis in Syria, including the humanitarian crisis, to other areas in the region as well as further aggravation of the humanitarian crisis within the country;
8. salue l'aide humanitaire apportée aux réfugiés syriens par les pays voisins de la Syrie, notamment la Turquie; encourage l'Union et ses États membres à continuer d'œuvrer de concert avec les membres du Conseil de sécurité, les pays voisins de la Syrie, la ligue des États arabes, d'autres acteurs internationaux ou organisations non gouvernementales, dans le but de prévenir le risque d'une exacerbation de la crise actuelle en Syrie, y compris la crise humanitaire, et son extension à d'autres zones dans la région, ainsi qu'une aggravation de la crise humanitaire à l'intérieur du pays;
