The EU urges all parties to the conflict to re-establish full access of all international humanitarian organisations to the non-government controlled areas and to allow smooth and speedy delivery of humanitarian assistance in line with humanitarian principles and International Humanitarian Law in order.

Reaffirms the fundamental contribution of international humanitarian law to the modern history of humanity, and calls on all UN member states to seize the opportunity of the World Humanitarian Summit (WHS) to reaffirm the centrality of international humanitarian law and the protection it offers.

Urges that the provision of humanitarian aid follows international humanitarian law, and that EU humanitarian aid not be subject to restrictions imposed by other partner donors; expresses its concerns over, and condemns, the continued use of rape and other forms of sexual and gender-based violence against women and girls as a war weapon in humanitarian emergencies; emphasises that this violence, along with its physical and psychological consequences, needs to be addressed; calls for a global commitment to ensure that women and girls are safe from the start of every emergency or crisis by addressing the risk of sexual and gender-based violence, by raising awareness, by assuring the prosecution of the perpetrators of such violence, and by ensuring that women and girls have access to the full range of sexual and reproductive health services, including safe abortions, in humanitarian crises, rather than perpetuating what amounts to inhumane treatment, as required by international humanitarian law and as foreseen in the Geneva Conventions and their Additional Protocols;

Expresses its deep concern as regards the catastrophic humanitarian situation in eastern Ukraine, especially with regard to the upcoming winter; points out the urgent need to provide humanitarian assistance and relief to the population in the conflict-affected areas, internally displaced people and refugees; echoes the recent alert by the World Health Organization that eastern Ukraine is facing a health emergency, with hospitals not fully functioning and a shortage of medicines and vaccines; welcomes the Commission’s recent decision to mobilise EUR 22 million in humanitarian and development aid for Ukraine; calls for further urgent efforts under full EU branding and supervision, including a humanitarian aid convoy, to contribute to supporting the most deprived; recalls that the delivery of humanitarian aid to eastern Ukraine must be carried out in full compliance with international humanitarian law and the principles of humanity, neutrality, impartiality and independence and in close coordination with the Ukrainian Government, the UN and the International Committee of the Red Cross (ICRC); expresses its deep respect for the tremendous work done by groups of Ukrainian citizens in the field of humanitarian aid in eastern Ukraine, especially with regard to evacuation of children, healthcare and food supply;

Welcomes the immense humanitarian aid operation to which international and local organisations are contributing under the auspices of the OCHA and the UNHCR and pays tribute to all humanitarian aid and health workers, international and local, for their courage and perseverance; calls on the EU and the international community to enhance the protection of civilians, including humanitarian workers and medical personnel; urges the international community to find a solution to the ongoing lack of security and problems with law and order in refugee camps, inter alia by setting up a new security initiative within the camps; urges all parties to the conflict to respect international humanitarian law and to facilitate humanitarian access to allow aid workers inside and outside the country to cope with the growing needs;

The ‘humanitarian space’ that is needed to ensure access to vulnerable populations and the safety and security of humanitarian workers must be preserved as essential preconditions for the delivery of humanitarian aid, and for the European Union (EU) and its partners in the humanitarian field to be able to get assistance including protection to crisis-hit people, based on respect for the principles of neutrality, impartiality, humanity and independence of humanitarian action, enshrined in International Law, in particular International Humanitarian Law.
