In this legislature, the Committee’s attention was turned towards assessing the large number of petitions which concerned the Ley de Costas.

21. Welcomes the Committee’s conclusions from the fact-finding visit to Berlin on youth and family welfare matters, particularly in cross-border custody cases; notes, however, based on the continuing inflow of petitions of this nature, that it is clear the issue of cross-border custody cases is ongoing, and that similar cases have also been brought to the Committee’s attention from other Member States, notably Denmark; further notes that in Denmark some of these cases have involved foreign nationals living in the country itself and that there have been proven instances of child abduction there (including from outside Denmark);

Notes with satisfaction that according to the comments of the CoR in response to the Parliament's resolution of 5 May 2010 on discharge for the financial year 2008 , the Administrative Cooperation Agreement between the CoR and the European Economic and Social Committee (EESC) for the period 2008 to 2014 is sufficiently implemented and notes that no further needs have been identified at the moment to improve practical aspects, and that the committees remain attentive to the need to maintain a high level of harmonisation and this is assured by the governance structure of the Administrative Cooperation Agreement; invites the CoR and the EESC to communicate whether the de-coupling resulting from that agreement has been budget neutral, and to report to the discharge authority on the results of the mid-term review of that agreement, due in 2011;
5. note avec satisfaction que, selon les observations formulées par le CdR en réponse à la résolution du Parlement du 5 mai 2010 sur la décharge pour l'exercice 2008 , l'accord de coopération administrative entre le CdR et le Comité économique et social européen (CESE) pour la période allant de 2008 à 2014 est correctement mis en œuvre et constate qu'à l'heure actuelle, il n'a été identifié aucun nouveau besoin d'amélioration concernant les aspects pratiques, que les comités restent attentifs à la nécessité de maintenir un niveau élevé d'harmonisation et que ce dernier est assuré par la structure de gouvernance de l'accord de coopération administrative; invite le CdR et le CESE à indiquer si le découplage résultant de cet accord n'a effectivement pas eu d'incidence budgétaire, et à rendre compte à l'autorité de décharge des résultats de la révision à mi-parcours de cet accord, prévue en 2011;
