Mr. Harb (Ottawa Centre), seconded by Ms. Catterall (Ottawa West Nepean), moved, That, in the opinion of this House, the government should recognize: (a) that multiple chemical sensitivity, chronic fatigue syndrome and fibromyalgia are illnesses that have the capacity to cause disability; and (b) that those suffering the disabling aspects of these diseases require protection and a strong moral commitment to their well-being (Private Members' Business M-468) Debate arose thereon.

Ms. Marlene Catterall (Ottawa West—Nepean, Lib.): Mr. Speaker, I am pleased to present a petition from a number of residents in Ottawa West—Nepean calling on the Government of Canada and on the House of Commons in particular to support the imposition of an immediate ban on the cosmetic use of pesticides until such time as their use can be proven to be safe and without long term harm to the environment, this as consistent with the precautionary principle.
Mme Marlene Catterall (Ottawa-Ouest—Nepean, Lib.): Monsieur le Président, j'ai le plaisir de présenter une pétition signée par des habitants d'Ottawa-Ouest—Nepean, qui demandent au gouvernement du Canada et en particulier à la Chambre des communes de se prononcer en faveur de l'imposition immédiate d'un moratoire sur l'utilisation de pesticides à des fins esthétiques tant qu'il n'aura pas été scientifiquement prouvé que ces pesticides ne sont pas dangereux et ne font pas un tort durable à l'environnement. Cette interdiction est conforme au principe de la prudence.
