E. whereas war in the east of Ukraine and the neoliberal agenda of the new government, which is implementing the conditions of the loan from the International Monetary Fund, are having an increasingly negative impact on the economic, social and cultural rights of Ukrainian citizens, not only in the Donetsk and Luhansk regions, but in the whole country: whereas, as of July 2014 there was evidence of further decline in the economic situation: GDP decreased by 4.7 % compared to last year, the consumer price index grew by 11.6 % and the unemployment rate increased from 8 to 8.8 %; whereas the parliament approved amendments to the budget on 31 July, which will make cuts to social programmes, pensions, unemployment and disability benefits, and the salaries of state employees; whereas these cuts will have a disproportionately adverse effect on women, as they constitute 67 % of the population over 65 years of age, 55 % of the registered unemployed and 75 % of state employees; whereas on 12 August 2014 the Confederation of Free Trade Unions of Ukraine reported that out of 93 mines (which provide a large proportion of the jobs available in the eastern regions), only 20 were fully functioning, 48 were semi-operational, 6 were flooded and others were closed and/or damaged;
E. considérant que la guerre à l'Est de l'Ukraine et le programme néolibéral du nouveau gouvernement, qui met en place les conditions en vue de l'octroi du prêt par le Fonds monétaire international, ont des répercussions de plus en plus délétères sur les droits économiques, sociaux et culturels des citoyens ukrainiens, non seulement dans les régions de Donetsk et de Louhansk, mais dans le pays tout entier; qu'il est manifeste que, depuis le mois de juillet 2014, la situation économique s'est encore détériorée: le PIB a baissé de 4,7 % par rapport à l'an dernier, l'indice des prix à la consommation a grimpé de 11,6 % et le taux de chômage est passé de 8 % à 8,8 %; que le Parlement ukrainien a adopté des amendements budgétaires le 31 juillet dernier en vue de restreindre le financement des programmes sociaux, des pensions, des allocations de chômage et des prestations d'invalidité, et de diminuer la rémunération des fonctionnaires; que ce sont les femmes qui pâtiront au premier chef de ces coupes budgétaires, puisqu'elles représentent 67 % de la population âgée de plus de 65 ans, 55 % des personnes sans emploi et 75 % des fonctionnaires; que, le 12 août 2014, la confédération des syndicats ukrainiens a rapporté que sur quatre‑vingt‑treize mines (qui fournissent une vaste proportion des emplois disponibles dans les régions orientales), seules vingt fonctionnent à plein régime, tandis que quarante‑huit fonctionnement partiellement, six ont subi des inondations et d'autres ont été fermées ou endommagées;
