Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Acknowledges the economic and other related political reforms, namely in the tax system, the system of fiscal federalism, public administration and regulation of the financial system that have been implemented in Russia during recent years; is nonetheless convinced that further structural reforms, namely in health care, education, the gas sector, the banking system and more generally in the area of the enforcement of the rule of law, are necessary, and calls on the Russian Federation to pursue its reforms, which will be beneficial both to Russians and to Europeans alike and will make it possible to enhance the Russian Federation's attractiveness in the eyes of international and, in particular, European investors, thus having a considerable impact on economic growth while at the same time allowing the Russian Federation to benefit from foreign know-how; stresses that any further legislative reform must be carried out in accordance with international standards;

Reiterates its call for human rights issues to be reviewed at the highest political level in order to give greater political weight to human rights concerns and for Member States or third countries to be prevented from isolating human rights issues from the political dialogue; considers that this dialogue should therefore never be used to confine the subject to experts' meetings and thereby relegate it to a secondary position in relation to other political issues; consequently, calls on the Council and the Commission to take the following measures:

[106] According to Article 7, supervision, enforcement or complete application must be refused: a) if the request is regarded by the requested State as likely to prejudice its sovereignty, security, the fundamentals of its legal system, or other essential interests; b) if the request relates to a sentence for an offence which has been judged in final instance in the requested State; c) if the act for which sentence has been passed is considered by the requested State as either a political offence or an offence related to a political offence, or as a purely military offence; d) if the penalty imposed can no longer be exacted, because of the lapse of time, under the legislation of either the requesting or the requested State; e) if the offender has benefited under an amnesty or a pardon in either the requesting or the requested State.
