It seems therefore appropriate not to include them in the scope of this resolution. This should however not preclude that national authorities and the European Union support, also financially, the training of these other legal professions in the field of European law, it being understood that the independence of these legal professions should not be jeopardized.
Il semble donc judicieux de ne pas les inclure dans le champ d'application de la présente résolution, ce qui ne doit cependant pas empêcher que les autorités nationales et l'Union européenne soutiennent, notamment sur le plan financier, la formation de ces autres professions juridiques dans le domaine du droit européen, étant entendu qu'il ne faudrait pas porter atteinte à l'indépendance de ces professions juridiques.

In future the Directive will be covering the sectoral and other professions. So it seems desirable to set up two separate regulatory committees, one for the sectoral professions and one for the rest, so as to take account of their special characteristics.

(19a) Further training is being developed in the Member States in hospital pharmacy which is intended to extend certain areas of knowledge acquired during the training of pharmacists; therefore, with a view to mutual recognition of diplomas, certificates and other evidence of formal qualifications in hospital pharmacy speciality and in order to put all members of the profession who are nationals of the Member States on an equal footing within the Community, some coordination of the requirements for training in hospital pharmacy speciality is necessary; such coordination does not seem possible at this stage, but constitutes an objective to be attained as soon as possible together with the relevant mutual recognition.

There certainly is the possibility for self-regulating professions to abuse their regulatory power to protect their turf, but it is difficult for me to think of what the constructive solution to that could be other than negotiation with those bodies or provincial governments being quite heavy handed in taking over the regulation of those professions, which it does not seem to me anyone is advocating, including the supporters of this B.C.-Alberta agreement.
Il est donc très difficile d'harmoniser le tout dans le cadre d'un accord interprovincial. Il est certes possible que des professions autoréglementées abusent de leur pouvoir de réglementation pour protéger leur chasse gardée, mais je peux difficilement concevoir une solution constructive autre que la négociation, ces organismes et les gouvernements provinciaux voulant à tout prix s'arroger la réglementation de ces professions, ce que, me semble-t-il, personne ne préconise, y compris les tenants de l'accord entre l'Alberta et la Colombie-Britannique.
