Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Based on this process, and the application of these criteria, and a confirmation of the readiness of the potential partnerships in areas such as energy, "smart cities", a sustainable supply of raw materials, water efficiency, smart mobility and agricultural productivity and sustainability, the Commission will present the proposals for partnerships which have met the criteria to the other institutions, during 2011, from February onwards, as part of the roll-out of the Europe 2020 Strategy, in line with the goal of developing a low carbon, energy efficient economy with a strong industrial basis.

Strongly supports the development of the Commission’s raw materials diplomacy and other initiatives such as the so-called country-by-country reporting, in order to secure access to raw materials; calls, therefore, for the creation of an international raw materials forum, where experiences can be shared, national strategies can be combined and stocks can be managed jointly, as this would contain a worsening scramble for resources;

Strongly supports the efforts of the League of Arab States to end the violence, to promote a political solution in Syria and to provide all forms of political and material support to the Syrian opposition; welcomes the Arab League’s call of the 12th of February 2012 on the UNSC to send a joint UN-Arab peacekeeping mission to Syria in order to replace the Arab League monitoring mission; urges the HR/VP and EU Member States to do their utmost to pave the way for the Russian Federation's support of the Arab League's peacekeeping initiative; firmly encourages the HR/VP, the Council and EU Member States to continue cooperating closely with Turkey and neighbouring countries of Syria, the Arab League and other international actors and to engage in the launching of a contact group in order to find a common position for the solution of the crisis, to help the opposition forces in their struggle by providing them material and technical support, including satellite images and communication tools, while stepping up the pressure on the Syrian regime in order to stop the military escalation on its own people; strongly supports the proposal by Tunisia to host the meeting of ‘Friends of Syria’ contact group on 24 February 2012, a plan initiated by France and the United States after Russia and China blocked the UNSC resolution; calls in this spirit for the immediate setting-up of an EU Special Envoy on Syria;
