Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). E. reconnaissant que la protection des infrastructures vitales exige un partenariat structuré et étroit entre propriétaires et exploitants de ces infrastructures et autorités des États membres; conscient que l'analyse et la gestion des risques pour chaque infrastructure doivent reposer sur des processus et des normes stricts établis par l'UE; prenant acte du fait que la responsabilité de la gestion des risques se rapportant à des infrastructures physiques, à des chaînes d'approvisionnement, à des réseaux informatiques et de communication incombe en dernière analyse aux propriétaires et aux exploitants qui font fonctionner ces infrastructures au jour le jour; conscient néanmoins que l'UE et ses États membres, à tous les niveaux de pouvoir, doivent aider les secteurs concernés à s'acquitter de leurs obligations, leur donner des instructions, les soutenir et exercer sur eux un suivi, y compris par le biais d'incitations financières ou autres, comme et quand il convient; notant à cet égard que les exploitants doivent pouvoir transmettre les informations disponibles aux autorités dans la mesure où celles-ci ont la charge d'analyser les informations et de concevoir des solutions adaptées en matière de sécurité, conjointement avec les exploitants; considérant également qu'il est impératif que le droit fondamental à la protection des données soit garanti, aux niveaux européen et national, dans tous les cas d'espèce liés à ces activités,

(b) identifying, where practicable, on the basis of publicly accessible and reliable independent source documents, data or information the beneficial owner and taking risk-based and reasonable measures to verify the identity of the beneficial owner such that the institution or person is satisfied that it knows who the beneficial owner is, including, as regards legal persons, trusts and similar legal arrangements, taking risk-based and reasonable measures to understand the ownership and control structure of the customer; where the customer is a properly constituted company registered in a jurisdiction which is regarded as low-risk, and absent any other significant risk factors, reasonable evidence of the company's registration from an independent source shall constitute reasonable measures;
(b) le cas échéant, identifier l’ayant droit économique, sur la base de documents, de données ou d'informations, accessibles au public et émanant d'une source indépendante fiable, et prendre des mesures raisonnables et adaptées au risque pour vérifier cette identité, de telle manière que l'établissement ou la personne concerné(e) ait l’assurance de connaître ledit ayant droit économique. Pour les personnes morales, les fiducies et les dispositifs juridiques similaires, cela implique de prendre des mesures raisonnables et adaptées au risque pour comprendre la structure de propriété et de contrôle du client; lorsque le client est une entreprise dûment constituée enregistrée dans une juridiction réputée à faible risque, et en l'absence de tout autre facteur de risque important, une preuve suffisante de l'enregistrement de l'entreprise émanant d'une source indépendante représente une mesure raisonnable;
