IN-CONTEXT TRANSLATIONS

First, we encourage the committee to review the policy reasons that an international consensus has formed among other international agencies, including DFID, the European Instrument for Democracy and Human Rights, USAID, Sida, the Danish International Development Agency, Deutsche Gesellschaft für Internationale Zusammenarbeit, UNICEF, the United Nations Democracy Fund, and many others to commit substantially to funding media development initiatives that prioritize child rights and other themes.

Synergies, consistency and complementarity shall be sought with other relevant financial instruments of the Union, such as the Union Civil Protection Mechanism, established by Decision No 1313/2013/EU of the European Parliament and of the Council , Horizon 2020, established by Regulation (EU) No 1291/2013 of the European Parliament and of the Council , the third multiannual programme of Union action in the field of health, established by Regulation (EU) No 282/2014 of the European Parliament and of the Council , the European Union Solidarity Fund and the external aid instruments, namely the Instrument for Pre-accession Assistance (IPA II) established by Regulation (EU) No 231/2014 of the European Parliament and of the Council , the European Neighbourhood Instrument established by Regulation (EU) No 232/2014 of the European Parliament and of the Council , the Development Cooperation Instrument established by Regulation (EU) No 233/2014 of the European Parliament and of the Council , the Partnership Instrument for cooperation with third countries established by Regulation (EU) No 234/2014 of the European Parliament and of the Council , the European Instrument for Democracy and Human Rights established by Regulation (EU) No 235/2014 of the European Parliament and of the Council and the Instrument contributing to Stability and Peace established by Regulation (EU) No 230/2014 of the European Parliament and of the Council .

1. This Regulation lays down the rules and conditions for the provision by the Union of financial assistance to actions, including action programmes and other measures, under the following instruments for financing external action for the period from 2014 to 2020: the Development Cooperation Instrument (DCI), the European Instrument for Democracy and Human Rights (EIDHR), the European Neighbourhood Instrument (ENI), the Instrument contributing to Stability and Peace, the Instrument for Pre-Accession Assistance (IPA II) and the Partnership Instrument for cooperation with third countries (hereinafter referred to jointly as ‘the Instruments’ and individually as ‘the Instrument’).

In addition to the ENPI assistance funds, Moldova also receives funding from the European Instrument for Democracy and Human Rights (EIDHR) and other thematic programmes.
Outre l'aide financière de l'IEVP, la Moldavie bénéficie aussi du soutien de l'instrument financier pour la promotion de la démocratie et des droits de l'homme dans le monde et d'autres programmes thématiques.

Thematic programmes, other than the European Instrument for Democracy and Human Rights, the Instrument for Nuclear Safety Cooperation and that part of the Instrument for Stability referred to in the seventh indent of paragraph 2, shall be prepared by the appropriate Commission service under the guidance of the Commissioner responsible for Development Policy and presented to the College of Commissioners in agreement with the High Representative and the other relevant Commissioners.

The financial, economic and technical assistance provided under this Regulation shall be complementary to any assistance that is provided by the European Community under the humanitarian aid instrument, the Instrument for Pre-Accession Assistance, the European Neighbourhood and Partnership Instrument, the instrument for development cooperation, the Instrument for Stability, the European Instrument for Democracy and Human Rights, and the instrument for cooperation with industrialised and other high-income countries and territories.

In times of crisis such a European instrument increases the security of supply with necessary military equipment from other Member States by facilitating its free movement between EU Member States.
