Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. Individual vulnerability and coping capacity play a role in the occurrence and severity of acute stress reactions. The symptoms show a typically mixed and changing picture and include an initial state of daze with some constriction of the field of consciousness and narrowing of attention, inability to comprehend stimuli, and disorientation. This state may be followed either by further withdrawal from the surrounding situation (to the extent of a dissociative stupor - F44.2), or by agitation and over-activity (flight reaction or fugue). Autonomic signs of panic anxiety (tachycardia, sweating, flushing) are commonly present. The symptoms usually appear within minutes of the impact of the stressful stimulus or event, and disappear within two to three days (often within hours). Partial or complete amnesia (F44.0) for the episode may be present. (3) Where the drilling of a well referred to in subsection (1) cannot be completed by reason of mechanical or other technical problems and if, within ninety days after the cessation of drilling operations with respect to that well, or such longer period as the Minister determines, the drilling of another well is commenced on any frontier lands that were subject to the exploration licence, the drilling of that other well shall, for the purposes of subsection (1), be deemed to have commenced prior to the expiration of the term of the exploration licence.

216 (1) A security drill may be conducted with other drills, if appropriate, but shall be conducted at least once every three months, except in the case of a vessel that is entitled to fly the Canadian flag and that is not engaged on an international voyage or is not in service at the time that a drill is to be conducted, in which case the drill shall be conducted within one week after the beginning of an international voyage or the return to service.

Notes the increased activity surrounding the exploration of oil and gas fields in the Mediterranean and the Arctic; believes that the EU should promote the development of an international legal framework for the protection of the High Arctic, on lines similar to those already established for the Antarctic in the Antarctic Treaty and the Protocol on Environmental Protection; considers that for other parts of the Arctic which fall within the exclusive economic zones of EU Member States or EEA countries, there is an urgent need for the proposed regulation on the safety of offshore oil and gas to include drilling requirements which ensure that remote areas are not exposed to a higher risk than other areas and that extreme operating conditions, such as long-lasting darkness, icy conditions or deep water, are accurately reflected in the authorisation process;

Without prejudice to other Community legislation, and in particular Council Directive 92/91/EEC of 3 November 1992 concerning the minimum requirements for improving the safety and health protection of workers in the mineral-extracting industries through drilling (eleventh individual directive within the meaning of Article 16(1) of Directive 89/391/EEC) and Council Directive 92/104/EEC of 3 December 1992 on the minimum requirements for improving the safety and health protection of workers in surface and underground mineral-extracting industries (twelfth individual directive within the meaning of Article 16(1) of Directive 89/391/EEC) , Member States shall ensure that major-accident hazards are identified and the necessary features are incorporated into the design, construction, operation, maintenance , closure and after-closure of the waste facility in order to prevent such accidents and to limit their adverse consequences for human health and the environment, including any transboundary effects .
