Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. I believe that we have to introduce this into the equation, just as we also have to make it clear that, in structural cooperation in defence and in other areas, when some go on ahead, the door must always be open for others who want to join in at a later date, and that we must put no new obstacles in their way.
