Definition: Disorders characterized by a repetitive and persistent pattern of dissocial, aggressive, or defiant conduct. Such behaviour should amount to major violations of age-appropriate social expectations; it should therefore be more severe than ordinary childish mischief or adolescent rebelliousness and should imply an enduring pattern of behaviour (six months or longer). Features of conduct disorder can also be symptomatic of other psychiatric conditions, in which case the underlying diagnosis should be preferred. Examples of the behaviours on which the diagnosis is based include excessive levels of fighting or bullying, cruelty to other people or animals, severe destructiveness to property, fire-setting, stealing, repeated lying, truancy from school and running away from home, unusually frequent and severe temper tantrums, and disobedience. Any one of these behaviours, if marked, is sufficient for the diagnosis, but isolated dissocial acts are not.

Expresses concern at the alarming increase in the number of violations of fundamental rights in the EU, in particular in the areas of immigration and asylum, discrimination and intolerance – especially towards certain communities – and in the number of instances of attacks being carried out and of pressure being exerted on the NGOs which defend the rights of these groups and communities; notes Member States’ unwillingness to ensure that these fundamental rights and freedoms are observed, in particular as regards Roma people, women, the LGBTI community, asylum seekers, immigrants and other vulnerable groups;

B. whereas after the military coup of July 2013, the violations of fundamental freedoms and human rights – including arrests, violence, incitement, hate speech, harassment, intimidation and censorship, against political opponents, peaceful protesters, journalists, bloggers, trade unionists, civil society activists and minorities, on the part of state authorities, security forces and services, and other groups – have acquired alarming proportions in Egypt;
B. considérant qu'après le coup d'état militaire de juillet 2013, les violations des libertés fondamentales et des droits de l'homme – arrestations, violence, incitation à la violence, discours de haine, harcèlement, intimidation et censure notamment – perpétrées par les autorités publiques, les forces et les services de sécurité et d'autres groupes contre les opposants politiques, les manifestants pacifiques, les journalistes, les blogueurs, les syndicalistes, les militants de la société civile et les minorités ont pris des proportions alarmantes en Égypte;

13. Deplores the fact that the conflict has disrupted many basic social services, with hundreds of thousands of children out of school; is alarmed by the fact that children continue to bear the brunt of the violence, suffering from psychological distress and lacking access to services, including education; urges the parties to end the recruitment and use of children in armed forces and other grave violations against children;

Acknowledges that in 2013, many petitioners voiced their alarm at the apparent injustices which occur in Denmark regarding the administrative and judicial procedures related to parental separation and divorce and the subsequent custody of young children; notes in this context that in the case of bi-national couples there are clear examples of discrimination on grounds of nationality in favour of the spouse from the Member State concerned with the proceedings and against the non-national of that state, with severe and often very negative and dramatic repercussions on the rights of the child; notes in this context severe violations of the fundamental rights of both the petitioner and the child; notes that the Petitions Committee undertook a fact-finding visit to Denmark to investigate such claims directly where the situation appears to be particularly acute; notes that some cases were also recorded from other countries, notably Germany (especially cases concerning the activities of the Jugendamt), France and the UK;

Remains alarmed at the persistently large number of reported and unreported cases of atrocities and untouchability practices in caste-affected countries, including India, and at the widespread impunity enjoyed by perpetrators of crimes against Dalits and other victims of caste-based human rights violations; recalls that in certain countries perpetrators of such discrimination hold high-level government positions;
