In the context of a formal agreement between the EU and the OSCE, calls for serious reflection on how the EU can take on greater responsibilities and participate more efficiently in achieving joint objectives, for which implementing a mechanism of permanent , agreeing on joint initiatives and coordinating local activities may be appropriate instruments; calls on the EU and its Member States and the OSCE Permanent Council to jointly develop a mechanism aimed at enhancing cooperation, coordination and consultation between the two organisations; given, also, that Article 220(1) TFEU explicitly added the OSCE to the list of international organisations with which ‘appropriate forms of cooperation’ are to be established, emphasises the need for the VP/HR to coordinate the position of the EU Member States on OSCE matters; emphasises the need to establish effective cooperation mechanisms in the field of election missions between the OSCE Parliamentary Assembly and the European Parliament with a view to overcoming some of the shortcomings that have arisen on certain occasions;

Regards the work of the OSCE as very valuable, and calls therefore for a serious reflection on how the EU can take on greater responsibilities and participate more efficiently in achieving joint objectives, for which implementing a system of permanent dialogue, agreeing on joint initiatives and coordinating local activities may be appropriate instruments in the context of a formal agreement between the OSCE and the EU; calls on the EU Council of Foreign Ministers, the EU High Representative for Foreign Affairs and Security Policy and the OSCE Permanent Council to work on a mechanism aimed at increasing cooperation, coordination and consultations between the two organisations; calls on EU Member States, the Commission and the High Representative for Foreign Affairs and Security Policy to present proposals concerning the EU's willingness and ability to participate in OSCE-mandated missions;

These visa measures will be lifted as a response to the positive assessment by the Head of Mission of the OSCE office in Minsk of the effective functioning of the office, which received a broad support among participating States of the OSCE Permanent Council, and the recommendation of the Netherlands, as Chairmanship in Office of the OSCE, to the EU Member States concerned that the criteria for the lifting of the visa measures are fulfilled.

It firmly reiterated the importance it attached to the installation, as agreed following the decision by the OSCE Permanent Council, of an OSCE permanent assistance mission, expressing the hope that this mission would be able to carry out its mandate as soon as possible with the desired effectiveness.
