A lot has changed since 2005, when the original European Consensus on Development, based on the Millennium Development Goals (MDGs), was agreed as a Joint Statement by the EU institutions and Member States.

The regulation that we are now discussing has to do with cross-border working, but the others, a naturally far larger category, also have to have their social rights secured in the same way as those of workers originating from the European Union. My group hopes that the struggle that must still be engaged in will lead to the necessary consensus being reached in this House.

I should, nonetheless, like to defend the Commission’s failure to establish a definition from the outset, particularly if the objective was to limit lifelong education and training to training designed solely to meet the requirements of the labour market, for, even though it is true that the initiative originated in the Commission’s White Paper on growth, competitiveness and employment, it was nonetheless clearly apparent, right from the first exchanges of views with the European Parliament and the Council, that there was a consensus in favour of a broader approach including all aspects of education and training, practices and achievements.
