In this option, workers would have an open ended contract from the very beginning of the employment relationship with their employer and would no longer, as is now often the case, start with a series of fixed term or agency contracts.

When the vested pension rights or the value of the vested pension rights of an outgoing worker do not exceed an applicable threshold established by the Member State concerned, and in order to avoid excessive administrative costs resulting from the management of a large number of low-value dormant pension rights, pension schemes may be given the option not to preserve those vested rights but, instead, to pay the outgoing worker a capital sum equivalent to the value of the vested pension rights.

In addition to Bill C-445, we in the NDP call on the federal government to explore other options to help retirees which should be based on the premises: that all workers deserve decent pension coverage, that all workers deserve to get the pension they have earned, that we show respect for today's and tomorrow's retirees, that retirement investments must work for and not against workers, and that the government has a national job strategy so that dignified retirement is possible.
