Based on the national agency's yearly management declaration, the independent audit opinion thereon and the Commission's analysis of the national agency's compliance and performance, the national authority shall provide the Commission, by 31 October of each year, with information concerning its monitoring and supervision activities in relation to the Programme.

En se basant sur la déclaration annuelle de gestion de l'agence nationale, l'avis d'audit indépendant portant sur cette déclaration et l'analyse de la conformité et des performances de l'agence nationale par la Commission, l'autorité nationale informe la Commission au plus tard le 31 octobre de chaque année de ses activités de suivi et de supervision du programme.

A maximum bid-size, or any other remedial measures necessary to mitigate an actual or potential discernible risk of market abuse, money laundering, terrorist financing or other criminal activity, as well as anti-competitive behaviour, may be imposed by any auction platform after consulting the Commission and obtaining its opinion thereon, provided that implementation of a maximum bid-size or any other remedial measures would effectively mitigate the risk in question.

If a Member State has accredited more than one body per policy area, it shall by 15 February of the following financial year provide the Commission with a synthesis report consisting of an overview at national level of all management declarations of assurance and the independent audit opinions thereon, prepared for the policy area concerned.

On the basis of the compliance requirements for national agencies referred to in Article 27(4), the Commission shall review the national management and control systems, in particular on the basis of the ex-ante compliance assessment provided to it by the national authority, the national agency's yearly management declaration and the opinion of the independent audit body thereon, taking due account of the yearly information provided by the national authority on its monitoring and supervision activities with regard to the Programme.

Urges the heads of State to find a way to overcome the deadlock caused by the unanimity requirement on taxation matters; calls on those Member States wishing to make progress in the field of introducing ecological taxation systems to apply the "flexibility clause" provided for in the Treaty, on the basis of the Commission's proposal of 1997 and Parliament's opinion thereon of 1999;
