Calls on the Commission and the Council to establish a roadmap – or a similar mechanism – as quickly as possible to ensure the effective and operational implementation of the Agenda, to submit it to Parliament and to start its implementation within the next six months; believes that an ‘EU policy cycle’-type of approach (with identification and assessment of common threats and vulnerabilities, political priority setting and development of strategic and operation plans, effective implementation with clear drivers, timelines and deliverables, and evaluation) could provide for the necessary coherence and continuity in the implementation of the Agenda, provided that Parliament is properly involved in setting the political priorities and strategic objectives; looks forward to further discuss these issues with the Commission and the Standing Committee on Operational Cooperation on Internal Security (COSI);

Calls on the Commission and the Vice-President/High Representative, before the end of 2012, to make their joint proposal for a Council Decision defining the arrangements for the implementation of the solidarity clause according to the provisions of Article 222(3) TFEU, clarifying in particular the roles and competences of the different actors; calls, in the interest of coherence, for the Political and Security Committee and the Standing Committee on Internal Security to submit a joint opinion on the implementation of the solidarity clause, taking into account the political and operational dimensions of both clauses, including liaison with NATO; notes that the Council should act by qualified majority voting concerning non-military aspects of mutual aid and assistance; underlines the necessity, in this context, of keeping Parliament fully informed;

Notes that the existing EU Civil Protection Mechanism, as defined in Council Decision 2007/779/EC, is currently the appropriate instrument to deal with CBRN disasters, and stresses that this structure should be the forum where emergency decisions concerning CBRN disaster preparedness and response should be taken; notes, however, that in order to achieve this goal and to ensure proper prevention and detection, cooperation must be established with civil protection bodies, with the intelligence and law-enforcement authorities, as well as with security-service, military information and response centres in each of the Member States and at EU level, such as the Civilian Planning and Conduct Capability (CPCC) of the Political and Security Committee (PSC) and the Joint Situation Centre (SitCen); recalls, further, the role of the Standing Committee on Operational Cooperation on Internal Security (COSI), which is tasked with facilitating, promoting and strengthening operational cooperation among the relevant national authorities of the Member States in the field of internal security;
16. fait observer que le mécanisme de protection civile de l'UE existant, tel qu'il est prévu par la décision du Conseil 2007/779/CE, est pour l'heure l'instrument approprié pour faire face aux catastrophes CBRN, et souligne que cette structure devrait constituer l’enceinte où prendre les décisions urgentes sur les préparatifs et les réactions aux catastrophes CBRN ; souligne toutefois que pour atteindre ces objectifs et assurer comme il convient prévention et détection, une coopération doit être mise en place avec les organismes de protection civile, avec les services de renseignement et de répression ainsi qu'avec les services de sécurité et de renseignement et les centres de réaction militaires de chacun des États membres et au niveau de l'UE, par exemple l'infrastructure de planification et de gestion civile et le comité politique et de sécurité et, enfin, le centre de crise commun; rappelle également le rôle du comité permanent de coopération opérationnelle en matière de sécurité intérieure (COSI), qui est chargé de faciliter, de promouvoir et de renforcer la coopération opérationnelle entre les autorités nationales compétentes des États membres de l'Union dans le domaine de la sécurité intérieure;

Highlights in that regard the importance of involving the Standing Committee on Operational Cooperation on Internal Security (COSI) as mentioned in Article 71 TFEU and as established by Council Decision 2010/131/EU of 25 February 2010 on setting up the Standing Committee on operational cooperation on internal security; draws attention, however, to the fact that COSI is not a legislative body and should not have legislative or quasi-legislative prerogatives; is deeply concerned by the lack of oversight by the European Parliament and national parliaments and demands that the European Parliament and national parliaments are properly and duly informed about the activities of COSI, thus providing the necessary democratic oversight;
8. souligne à cet égard l’importance de la participation du COSI, conformément à l’article 71 du traité FUE et à la décision 2010/131/UE du Conseil du 25 février 2010 instituant le comité permanent de coopération opérationnelle en matière de sécurité intérieure (COSI); attire cependant l’attention sur le fait que le COSI n’est pas un organe législatif et ne devrait pas disposer de prérogatives législatives ou quasi législatives; se dit profondément préoccupé par l’absence de contrôle du Parlement européen et des parlements nationaux, et exige que le Parlement européen et les parlements nationaux soient correctement et dûment informés des activités du COSI afin de garantir le contrôle démocratique nécessaire;

This decision establishes a Standing Committee to promote and strengthen operational cooperation on internal security within the European Union (EU) and details the committee’s responsibilities.

The Standing Committee on operational cooperation on internal security (hereinafter referred to as ‘the Standing Committee’) foreseen in Article 71 of the Treaty is hereby set up within the Council.
