IN-CONTEXT TRANSLATIONS

Article 120 of this Regulation provides that from 1 January 2014 to 30 June 2017, the maximum co-financing rate at the level of each priority for all Operational Programmes supported by the ERDF and ESF in Cyprus shall be 85% instead of the 50% applicable to Member States or European regions with a GDP pr head exceeding 90% of the EU average.

By way of derogation from the first and second subparagraphs, and in order to ensure consistency between the Partnership Agreement and the progress report, ►C1 Member States with no more than one operational programme per Fund may include the information relating to ex ante conditionalities referred to in Article 50(4), the information required by Article 50(5) ◄ and the information referred to in points (a), (b), (c) and (h) of the second subparagraph of this paragraph in the progress report instead of the annual implementation reports submitted in 2017 and 2019 respectively and the final implementation report, without prejudice to point (b) of Article 110(2).

Afin de faciliter l’adaptation des programmes opérationnels pour répondre à la crise économique et financière actuelle, les États membres devraient fournir une analyse justifiant la révision d’un programme opérationnel, plutôt qu’une évaluation.

Doubts whether specific operational programmes for functional geographical entities such as groups of authorities including local areas, or sea or river basins will yield additional benefits, in particular in cases where there are no political authorities (including democratically elected authorities) with a sufficiently wide-ranging remit to implement them; calls instead for closer coordination of macroregional, metropolitan regional or environmental-geographic strategies at inter-governmental level and for appropriate consideration to be given to these functional geographical entities within national operational programmes in order to facilitate the use of EU funding for interregional development projects; considers that specific operational programmes should be an option for delivery in regions where sub-regional delivery provides added value vis-à-vis national and regional programmes and where partnerships have been formed by political bodies for implementation purposes; calls for cross-border groupings to be involved in devising the operational programmes for cross-border programmes, on the basis of the EGTC Regulation;

Programme changes – The aim of this simplification is to specify that most programme changes may be made through an adjustment to the programme complement instead of through a change to the Community support framework in the operational programmes or of the Single Programming Document, since that would clearly involve more expenditure than the first option.
