IN-CONTEXT TRANSLATIONS

I. whereas civil society has a crucial role to play in the democratic transition in Egypt, and must be allowed to operate freely; whereas the right of association goes hand in hand with, and is dependent on, the right to access funding; whereas international and domestic NGOs are facing increasing pressure, hostile attacks, harassment and intimidation in the country; whereas, on 4 June 2013, a Cairo criminal court sentenced 43 foreign and Egyptian NGO workers to up to five years in prison for civil society activities and ordered the closure and the confiscation of assets of local branches of five international NGOs which had been operating in Egypt for a long time, namely the Konrad Adenauer Foundation, the National Democratic Institute, the International Republican Institute, Freedom House and the International Center for Journalists; whereas these court sentences are part of a campaign of intimidation by Egyptian government authorities against NGOs;

N. whereas Egyptian civil society and international NGOs face mounting pressure and major difficulties in operating in Egypt; whereas several drafts of the new Law on Civil Associations and Foundations have raised concern among civil society activists and organisations as they would impose tight restrictions on NGO funding, notably from foreign sources, leave room for intrusive monitoring by the authorities and limit all forms of social activity and organisation; whereas they would also limit fact-finding visits and other essential activities throughout Egypt, practically preventing civil society organisations from doing their work;
N. considérant que la société civile égyptienne et les ONG internationales sont confrontées à une pression croissante et des difficultés majeures pour fonctionner en Égypte; considérant que plusieurs projets de nouvelle loi sur les associations civiles et les fondations ont suscité des préoccupations parmi les militants des organisations de la société civile, dans la mesure où ces projets imposeraient des restrictions très strictes au financement des ONG, donneraient aux autorités une marge leur permettant d'exercer un contrôle intrusif et limiteraient toutes les formes d'activités ou d'organisations sociales; considérant qu'ils limiteraient également les missions d'information et autres activités essentielles en Égypte, pour empêcher dans la pratique les organisations de la société civile de faire leur travail;

N. whereas Egyptian civil society and international NGOs face mounting pressure, and encounter major difficulties in operating in Egypt; whereas the draft laws on civil associations and foundations, and on public demonstrations, would, if adopted as currently proposed, deeply undermine their functioning and operations and their right to peaceful public assembly, and would impose severe restrictions on funding from abroad; whereas independent trade unions report increasing pressure on their organisations and members; whereas physical violence and harassment against journalists have increased significantly; whereas a number of legal proceedings have been initiated against opposition media for insulting the President;
N. considérant que la société civile égyptienne et les ONG internationales sont confrontées à une pression croissante et connaissent des difficultés majeures pour fonctionner en Égypte; considérant que les projets de loi sur les associations civiles et les fondations, et sur les manifestations publiques, compromettraient profondément, s'ils étaient adoptés tels qu'ils sont actuellement proposés, leur fonctionnement et leurs opérations ainsi que leur droit de rassemblement public pacifique et imposeraient des restrictions sévères au financement provenant de l'étranger; considérant que les syndicats indépendants font état de pressions croissantes sur leurs organisations et sur leurs membres; considérant que la violence physique et le harcèlement à l'encontre des journalistes ont considérablement augmenté; considérant que plusieurs procédures judiciaires ont été lancées contre des médias de l'opposition pour insulte envers le Président;

Further to these reports which have focused on ramp checks of aircraft of Egypt Air, the competent authorities of Egypt were requested to provide the audit reports for maintenance, continuing airworthiness and flight operations that they carried out on the air carrier. The competent authorities of Egypt transmitted on 10 November the report of the base inspection of Egypt Air in October 2009 which led to the renewal of the AOC of the air carrier.

In view of the persistence of serious findings in the areas of continuing airworthiness, maintenance, operations, as well as the safety of cargo on board, the Commission requests the competent authorities of Egypt to send monthly reports on verification of the implementation of the corrective action plan along with any other reports of audits that these authorities will carry out on Egypt Air.
Egypt Air n’ayant pas remédié aux graves manquements constatés dans les domaines du maintien de la navigabilité, de l’entretien, de l’exploitation et de la sécurité du transport de marchandises, la Commission demande aux autorités compétentes de l’Égypte de lui remettre, chaque mois, un rapport sur l’avancement de la mise en œuvre du plan d’actions correctives, accompagné de tout autre rapport sur les audits qu’elles auront réalisés auprès d’Egypt Air.

The Commission, having regard to the SAFA reports, entered on 25 May 2009 into a formal consultation with the competent authorities of Egypt (ECAA), expressing serious concerns about the safety of the operations of this carrier and urging the carrier and its competent authorities pursuant to Article 7 of Regulation (EC) No 2111/2005 to take measures to satisfactorily resolve the detected safety deficiencies.
