I think what happened here, and I'm speaking more from the Ontario viewpoint because I'm not entirely sure of what happened from the province of Quebec's viewpoint, my perception is, from meeting with some of the officials from the Province of Ontario, that they ended up here rather than intending to end up here.
Je pense que ce qui s'est passé, et je peux parler plus facilement pour l'Ontario que pour le Québec parce que j'ignore comment les choses ont évolué dans cette province. Donc, après avoir discuté avec quelques fonctionnaires ontariens, j'ai cru comprendre qu'ils se sont retrouvés là où ils sont sans l'avoir voulu au départ.
